Gov. Phil Scott is seeking applicants for appointment to his new three-member Vermont Cannabis Control Board.
All members will be appointed by the governor after being vetted by the Cannabis Control Board Nominating Committee. Pay is equal to that of a Vermont state judge.
The Board was created for the purpose of “safely, equitably, and effectively” implementing and administering the laws and rules regulating adult-use cannabis in Vermont. It is responsible for establishing, administering, and regulating a cannabis regulatory system for commercial cannabis cultivators, wholesalers, product manufacturers, retailers, and testing laboratories, as established in Act 164 of 2020.
The Board will also take over responsibility for the regulation of medical cannabis dispensaries and the administration of the medical cannabis registry, currently administered by the Vermont Department of Public Safety. Specifically, such responsibilities include, but are not limited to:
Rulemaking in accordance with Act 164
Administration of a program for regulating licensed cannabis establishments
Administration of the Medical Cannabis Registry
Administration of a program for licensed medical cannabis dispensaries, and
Submission of an annual budget to the governor.
Candidates will be expected to develop a new complex regulatory system within a very tight timeframe established in the Act. Preferred candidates will have experience in administering complex regulatory systems and the ability to manage a start-up enterprise with responsibility for licensing compliance, and enforcement.

There is no money for enforcement. the health department refused to run even the testing part of the regulation because they said they do not even have money for testing/inspecting the restaurants which they are responsible for for safety!… at the time they needed to double their employees to do that. testing cannabis for mold heavy metal pesticides will be much more costly – lab set up, quality controls, etc. Do you drive the speed limit on a straight stretch of highway where you know the town has no cops? That there will be a Cannabis Control Board is no surprise. And, I suspect, the board will consist primarily of cannabis producers. Crony Cannabisism.
But this article does demonstrate why government regulation, of virtually anything, never works, and costs loads of taxpayer money.
Just how convoluted will the State’s administration of the cannabis market be? Clearly, it’s designed to be anything but transparent or accountable. The first layer of administration is the State Legislature that passed the law. The second layer is the Governor’s office that appoints the Cannabis Control Board Nominating Committee. The third layer is the Cannabis Control Board Nominating Committee that chooses the Cannabis Control Board. And the fourth layer, finally, is the Cannabis Control Board itself (the subject of this report) that determines the various elements listed below.

– Administration of a program for licensed medical cannabis dispensaries, and

Does anyone see any duplication of purpose? Isn’t, for example, a ‘licensed medical cannabis dispensary’ a ‘licensed cannabis establishment’?
Each of these administrative layers are purposely created by a combination of internal actions in which no single person can make a decision – or be held accountable for the success of the action. It’s the consummate ‘stoners’ paradise. The only missing element, which is sure to be added later, is the Administration of Cookie Baking – because these folks are sure to have the ‘munchies’ as they carry out their charge.
That huge salary will allow the members to buy an endless supply of weed, “in order to judge the quality of each batch”
