Governor Phil Scott today announced Commissioner of Health Mark A. Levine MD will be retiring at the end of March 2025.
“Dr Levine has been a tremendous asset, to not only me, but the entire State of Vermont. I know this decision weighed heavily on him, as he deeply loves helping others, which was apparent throughout his career in medicine as well as his last eight years in public service,” said Governor Phil Scott. “I will be forever grateful for his advice and counsel over the years, but especially during the pandemic, as he appeared with me daily at press conferences during those difficult days, giving much comfort to Vermonters as our very own “Country Doc.” I wish him well in the next chapter of his life.”
Dr. Levine, 71, of Shelburne was first appointed by Governor Scott in 2017 and is currently one of the Administration’s longest-tenured commissioners. He led his department through the COVID-19 pandemic and has served as a key advisor on public health matters.
“The opportunity to serve Vermonters has been truly career and life-changing for me,” said Dr. Levine. “The work we do is so meaningful, challenging, necessary, and gratifying. While proud of our accomplishments, none of them would have been possible without the professional, dedicated, resilient, and passionate team at the Department of Health. They join me each day in enthusiastically getting up for work and striving to honor and accomplish the mission of the department.”
“Dr. Levine was a steady, reassuring voice through the pandemic, and in the months of recovery that followed,” said Secretary of Human Services Jenney Samuelson. “Each week, during marathon press conferences, he calmly tackled complex topics in epidemiology and public health. I am incredibly grateful for the service and partnership of my friend and colleague, and I wish him all the best in a well-deserved change of pace.”
Key Accomplishments at the Department of Health
Under Commissioner Levine’s leadership, the Department focused on critical public health initiatives including: protecting children’s health through nurse home visiting programs for newborn children, lead exposure reduction, and prevention of adolescent drug, alcohol and tobacco use and vaping; opioid overdose and suicide deaths; health equity; and better emergency preparedness for infectious diseases, natural disasters, and potential biological threats.
About Doctor Mark Levine
Prior to joining the Health Department, Commissioner Levine had an active practice in general internal medicine and served as a Professor and Associate Dean for Graduate Medical Education at UVM’s Larner College of Medicine, where he continues to teach medical students and residents. He served on the American College of Physicians Board of Regents, and as vice president and president-elect of the Vermont Medical Society. Commissioner Levine holds a Bachelor of Arts in biology from the University of Connecticut and an M.D. from the University of Rochester. He completed his residency in internal medicine at UVM, where he served as chief resident, before a fellowship at the University of North Carolina.

Was he the person that led Governor Scott’s decision to Illegally and Un-Constitutionally force Vermonters to take the experimental Covid Shot?
Yes, a “steady, reassuring voice” who was wrong, time after time—about vaccine efficacy, about off-label treatments, about masking, about lockdowns (which were not recommended even by the WHO’s own pandemic guidelines from 2019). My favorite Levine quote, from May 2021: “And if the virus does come into Vermont, even if it’s a variant, our high vaccination rates create a wall of immunity that stops it from spreading further.” 180% wrong.
Meanwhile, it is a fact that, according to his own health department’s 2021 annual report, “In 2021, the death rate due to COVID-19 was 40.6 per 100,000 population, almost double the rate of 23.1 in 2020,” when there was no vaccine. The vaccine REDUCED Covid deaths? Not according to the numbers. Why is no one asking him why?
Then there is the whole scandal about whether the Covid vaccine was a vaccine at all, instead of a gene therapy marketed as a vaccine. Moderna’s own SEC filing states, “Currently, mRNA is considered a gene therapy product by the FDA.” A 2023 study in the International Journal of Molecular Sciences states, “The mode of action of COVID-19 mRNA vaccines should classify them as gene therapy products (GTPs), but they have been excluded by regulatory agencies.”
So much for informed consent. So much for truth in the post-2020 era.
Mr Levine intentionally directed Vermonters to surrender their bodily autonomy, surrender their children to an unsafe injection that has adverse affects on their ability to reproduce, on their heart health, for an illness they couldn’t get. The criminality of this man cannot be overstated. Of course he is retiring, he is liable for rendering false advice upon known false premises to enrich the RICO participants intentionally reducing the population through covid and its bioweapon injection that neither worked nor is safe, nor did it ‘reduce’ symptoms, as you see now, the injected are the oft-sickened. This patting on the back by participants to a global crime will soon come to a stop, and change to hiding behind each other and pushing one forward for accountability to shield the one behind. On USAspending.gov it has now been revealed that 9.14million was spent on Reuters LLC for the following purpose under the covid 19 spending: ‘ACTIVE SOCIAL ENGINEERING DEFENSE (ASED) LARGE SCALE SOCIAL DECEPTION (LSD)’. Indeed. What we have here are treasonists, doing their best to act calm and natural as they walk away from a failed effort.
He did more harm than good.
All trust in the medical establishment is gone, it will never return. People have long memories of harms done.
Lurch Levine should get no pension from this state. Lurch was part of a R.I. C. O. mafia operation to overthrow the Vermont constitution and engaged in a mass murder operation with the COVID KILL SHOT and the lock downs that cause massive financial hardships for all Vermonters. A prison cell should be modeled for lurch to retire in.
In a sane world this clown would be locked up for the rest of his life. Shame on him and his pathetic c19 fearmongering. He’s an evil dude who works for bad guys.

In 2021, I asked Dr. Levine’s department about the PCR testing, and I was stonewalled.
Here is the text of one of my last inquiries to our Department of Health and its response from “Fran”:

Tom Kelly: “Nevertheless, my question remains. As a citizen, [Vermont] taxpayer and voter I perceive that the number of positive tests generated by the PCR test is impacting public policy. I have an interest in public policy as does anyone living here and therefore I have an interest in how public policy is created. Most recently our legislature met and passed legislation, signed by the governor, which will permit Vermont communities to impose mask mandates. Again, I perceive that this legislation resulted from an increasing number of COVID-19 “cases” in Vermont which resulted from positive PCR tests. Everything I have read indicates that when a CT value is too high (over 35?) a PCR test is unreliable. Your answer (from “higher headquarters”?) says VDH does not provide CT values because such information would not “provide added value” whatever that means. With all due respect, I’ll be the judge of whether it provides added value. Furthermore, even if it doesn’t “provide added value” in someone’s opinion, I hereby repeat my request.
Again, I want to know more about the PCR tests and the CT values, as I previously asked and ask again:
What is the cycle threshold (CT) used in PCR testing in Vermont? Has the CT value used changed in the last 2 years? As you indicate on your website, the data for COVID-19 you report “includes only PCR testing.” Again, I want to know the cycle threshold Vermont currently uses and the CT it has used in the last two years.”

Excellent post. The most astonishing thing about con-vid was how many Vermonters bought it and still do. It’s unreal. Must be all the Flouride in the water.
I believe this man started the phrase, “fully protected.” How much blood is on his hands? How many Vermonters suffered or were killed due to his actions? Sir with all due respect you need to come clean or face being forever remember as a key player in the most tyrannical time in Vermont’s history. Almost all of this commentary is regarding Covid and masks. I’d like to add in comments about what was missing from conversations about the high potency THC concerns with commercialized cannabis. Yes, he did say it was dangerous for brains still under development up until age 25, but there was very little investigation into what had already transpired in earlier commercialized cannabis settings.
He should have been blowing the whistle on cannabis acting as a gateway drug. That’s why opioid deaths skyrocketed upon commercialization. Along with that came more fentanyl and now we have carfentanyl to contend with too. That means there’s more babies born with drugs in their systems, more autism, more hyperemisis, more recurring violent episodes and more schizophrenia, too. Thank you for your concerns for the health of our state – NOT.
