Head-on collision Halloween night in Charlotte

At 8:20 pm Halloween night, a 2011 Ford Focus driven by Morgan Brown, 31, tried to pass a tractor-trailer on Rte. 7 in Charlotte and struck another car head-on, state police said. No-one was injured. Brown was cited for gross negligent operation and was ordered to appear in court Feb. 23.
