Supermajority mostly silent on Clean Heat Standard poll

Last month, VDC asked every candidate for Governor, Lt. Governor, the Vermont Senate and the Vermont House whether, if elected, they will vote to move forward with implementing the Clean Heat Standard. 

As of today, only three of the 295 candidates emailed the survey have responded with a ‘yes.’ Two have said ‘maybe.’ About 60 have said no. And 233 have not answered the multiple-choice survey requiring less than two minutes to answer. It was emailed on August 27. Results will be updated as they are received.

The Legislature is required to vote on the cost of the Clean Heat Standard in order to proceed. This ‘checkback’ was inserted at the last moment in order to secure enough votes to override Gov. Phil Scott’s veto when the Clean Heat Standard passed. Failure to vote on the checkback is a de facto ‘pocket veto’ of the bill, meaning the state’s ambitious plan to transition from fossil fuel heat to mostly electric or other fuels would be dead.

The three Yes votes are all Democrats: Bram Kleppner, Burlington; Anna Tadio, Rutland City; and Marc Mihaly, Calais. Only Mihaly is an incumbent. The two Maybe votes are Melissa Battah, a Democrat challenger against two GOP incumbents in Barre Town, and incumbent Democrat state senator Tom Chittenden of Chittenden County.

Most of the no votes were Republicans, but Sen. Irene Wrenner (D-Chittenden), Peace & Justice Party candidate for Lt. Governor Ian Diamondstone, and Common Sense Party House candidate Eugene Bifano of Warren also voted no. 

Several candidates, both in the survey itself and in emails to VDC, said their decision would rely on how much the Clean Heat Standard adds to heating fuel costs.

  1. Perhaps incumbent D/P legislators must seek permission from leadership to answer? Just a hunch, but these incumbents answers were given during last session, with their affirmative votes for the economic carnage the “clean heat standard” will bring. Every incumbent that voted yes is receiving something- dollars, a favor, some negotiable payment for their ‘yes’ vote. It would be good if we voters stopped pretending it is otherwise- you and your tax dollars are pawns in this game.

    • I agree. The D/P’s only move in lockstep like the BORG. We see the same thing on a national level. Not an independent thought amongst them.

    • Frank, thanks for your phrasing CHS; “economic carnage of the clean heat standard.

      The Department of Public Service issued the final study of CHS’ costs. Confusing tables and figures still paint the damned thing as costing in the BILLIONS; perhaps $13,000,000,000 over 25 years to reduce by 25%, the CO2 emitted from our home fuel heat systems. That is about half a billion dollars per year.

      And, yes, a no response is a candidate that will support the PUC package of “economic carnage”. Vote them out.

  2. Even if you had 100% ” NO ” against the Clean Heat Standard, in the dead of night, the progressive ” Super Majority ” will pass this disastrous bill, they don’t respect the Governor and they surely don’t respect the citizens of the state.

    It’s all about their agenda at any cost, keep voting for the same people year after year and this is what you get, wake up people !!
