Newport affordable housing, brownfield work costs $21.5 mil

A $21.5 million affordable housing project has added 40 rental units in Newport and Newport Center, including 26 apartments in a former convent in downtown Newport, according to a statement by developer RuralEdge.

The total development cost works out to about $537,500 for each of the 40 completed units, although RuralEdge did not provide a separate cost for the 26-unit convent renovation.

RuralEdge celebrated completion of Newport Crossing Sept. 25 with state and local officials, lenders and housing agencies. The project combined redevelopment of the former convent with construction at two sites in Newport Center and included cleanup of two brownfield properties.

The former convent in Newport was converted into 26 mixed-income rental units while retaining parts of the historic building. RuralEdge said original stained-glass windows, furniture and a kitchenette were preserved. Apartments also include large windows overlooking Lake Memphremagog.

In Newport Center, two buildings at 4116 and 4127 Vermont Route 105 were demolished and replaced with buildings containing another 14 apartments. Those include four three-bedroom townhouses as well as one- and two-bedroom units.

“Newport Crossing represents what is possible when communities, housing organizations, government agencies, financial institutions, and other partners come together around a shared vision,” RuralEdge Executive Director Patrick Shattuck said.

Funding partners included the Vermont Housing & Conservation Board, Vermont Housing Finance Agency, Community National Bank, Federal Home Loan Bank of Boston and NeighborWorks America.

RuralEdge also plans stabilization work at the Sacred Heart School, including a new roof, as it prepares for another 32-unit redevelopment expected to begin construction in 2027.

  1. So who gets these homes, and what is the process to apply? And what is the process to be allowed to stay? And who checks to make sure they are Vermonters in need, and not illegals taking from Vermonters…again?

  2. How many Vermonters will be able to afford these units, at that price? Denny Morrisseau

  3. We’re still waiting on the next phase, which will be condos and not affordable housing. Newport has enough affordable housing, and those of us who pay taxes are tired of supporting those who don’t.

  4. Hi. My name is Brian Judd. I am an Independent Candidate for Vermont Governor in 2026. We need an accounting of this $21.5M dollars. How much of this is Tax Payer Money ? We still have over 5000 Illegal Aliens in the State of Vermont. Will these apartments go to Illegal Aliens ? The Majority of our Homeless Population in the State of Vermont is from other States. Will these apartments go to Homeless People who are Not Vermonters ? If I am elected Governor, on Day 1 I will contact the Trump Administration and tell them that Vermont welcomes ICE Agents to remove Illegal Aliens. I will mobilize the Vermont National Guard who will act as Crowd Control of Protesters so ICE Agents can arrest Illegal Aliens without being interfered with by Protesters. State Police will be present to support the Vermont National Guard. The State Police will arrest all Protesters that break any Vermont Laws. On Day 1 I will issue an Executive Order to bring back Loitering and Vagrancy Laws. If you violate these Laws you will be arrested. Eventually, after a few arrests Homeless People who are not from Vermont will return to their States of Origin. On Day 1 I will issue an Executive Order to bring back the State Psychiatric Hospital. The Homeless Population that is from Vermont will get the medical and psychiatric help they need. We will give them Job Training and Job Education so they can support themselves. We will give them Emergency Shelter that will lead to Temporary Housing that will lead to Permanent Housing. ALL THE PROBLEMS FACING VERMONTERS IN VERMONT ARE FIXABLE. Please reach out to me. God Bless You All. Thank you.
