Cops: 53-time repeat offender started fracas at library

Vermont State Police arrested a man Friday, July 17 on multiple charges arising from an incident in which  he assaulted multiple people and damaged property at several locations in the Caledonia County town of Groton.

Tristan Garcia, 26, of St. Johnsbury was ordered held without bail at the Northeast Correctional Complex in St. Johnsbury. His arraignment is Monday, July 20.

According to the Caledonian-Record, Garcia in March 2024 reached a plea deal after being accused of 61 crimes in the previous five years. The state’s attorney dismissed 8 of the crimes. Garcia pleaded to 53 charges.

“Mr Garcia is young,” said the deputy state’s attorney in 2024. “He is 23 years old [with] a well-evidenced difficulty when it comes to the consumption of alcohol.”

Last Friday, police received a 3:30 PM call reporting a man had made threats and assaulted at least one person at the Groton Library before smashing a window at a nearby home. Police encountered a woman who said Garcia was inside a nearby apartment with a family member whom he had threatened, assaulted and was refusing to allow to leave.

Troopers established a perimeter, worked to remove other residents of the apartment building, and attempted to communicate with Garcia, who was armed with a handgun and had access to additional weapons, including knives and firearms. The family member later was able to leave the apartment.

After Garcia fled the apartment, a state trooper  apprehended him while he was actively resisting arrest.

The various victims reported either minor or no injuries. Property damage included broken windows.

  1. What kind of a judicial system would allow anyone accused of 61 crimes in 5 years the opportunity to keep racking up charges like trophies on a wall ? Sure I understand that accusations are not convictions, but this last one at the very least should give the judge/judges that keep giving this miscreant get out of jail free passes the realization, that sooner or later this guy is going to seriously hurt or kill someone !

    • Judges seem to be afraid to make such decisions until someone is seriously hurt. At some point career criminal/frequent offender has to mean something and consequences have to be serious. And our legal system has to take public safety seriously.

    • The Vermont judicial system would. It’s called restorative justice. Another failed progressive theory.

  3. This brings us to question second chances. How many should someone receive? I volunteered a few year on reparative boards in South Burlington and Colchester and saw first hand actual accountability for repeat offenders
    was severely lacking. It’s important to have a kind heart but being saps should not be required. What is wrong with some (many) people in our justice system. When did we start leaning primarily towards criminals?

    • It started back in the 1960’s when the interstate was built. Folks from out of state found they could drive to Vermont easier and faster than before. Many loved the state and decided to move here. When Democrat Phil Hoff was elected governor in 1962, he was the first democratic governor elected since 1853. That’s 109 years. Then we were blessed to have Bernie decide that Vermont was the place he wanted to stay. That was the death of us.

  5. Bring back the night stick and allow the police to use it when needed, unclog the courts to focus on better things.

  6. So it’s time to put him on a bus and send them back where he came from. He doesn’t belong in Vermont. He came here for the free benefits of the state gives out and maybe it’s time to stop giving out free benefit benefits, and you won’t attract people like this to our state.
