A Topsham man is facing criminal charges after Vermont State Police say he pointed a long gun at two elderly emergency medical service volunteers who had responded to his home for a mental health-related call.

Troopers from the St. Johnsbury Barracks were dispatched at about 12:22 PM Tuesday, Aug. 4, to a residence on Clarks Cross Road in Topsham. Police said two EMS members told investigators that Thomas Powley, 45, pointed a long gun directly at them while they were at the home.

The EMS volunteers were identified as Ann Dolan, 75, and Richard Dolan, 75, both of Corinth. No injuries were reported.

Powley was arrested and taken to the St. Johnsbury Barracks for processing before being released with a citation to appear in Orange County Superior Court at 12:30 PM Wednesday, Aug. 5.

In other police news:

• Fugitive charge filed against jailed shooting suspect: Vermont State Police cited Ladjuan Guichard, 28, on a Fugitive from Justice charge after authorities learned he was wanted in Massachusetts on a nationwide extraditable warrant for violating probation tied to violent firearm offenses. Guichard is already being held without bail in Vermont in connection with a non-fatal shooting in St. Johnsbury in May 2025. The citation was issued July 23 at the Northern State Correctional Facility in Newport.

• Cabot man charged with lewd conduct involving juvenile: Troopers arrested Troy Borland, 43, of Cabot after responding to a dispute on Main Street at about 10:28 AM Tuesday. Police allege Borland had inappropriate contact with a juvenile and charged him with Lewd and Lascivious Conduct with a Child. He was processed at the Berlin Barracks and cited to appear in Washington County Superior Court. The Department for Children and Families assisted in the investigation.

• Athens man jailed without bail on multiple felony charges: Following an investigation that began in the spring of 2025, Vermont State Police arrested David Covey, 33, of Athens on charges including first-degree aggravated domestic assault, domestic assault, three counts of lewd and lascivious conduct with a child, furnishing alcohol to minors and enabling consumption of alcohol by minors. Police allege the case involved a juvenile and a former partner. Covey was lodged at Southern State Correctional Facility without bail and was scheduled to appear Tuesday in Windham County Criminal Court.

• Burlington man arrested on warrant: Troopers responding to Valley Vista in Bradford for a report of a man harassing staff arrested Justin Bristol, 45, of Burlington after discovering he was wanted on a warrant for failing to appear in court on an underlying third-offense DUI charge. Bristol was held at the Northeast Regional Correctional Complex on $15,000 bail.

• Body recovered from Winooski River: Burlington police are investigating after firefighters recovered the body of an apparent deceased person from the Winooski River near Chase Street at about 6:54 PM Tuesday. Investigators are working with the Office of the Chief Medical Examiner to determine the person’s identity and the cause and manner of death. Police are asking anyone with information to contact Officer Goldman.
