Press asks Deputy Chief of Staff Stephen Miller. Hear what he said

by Guy Page
At a White House ‘press gaggle’ with Stephen Miller Friday afternoon August 29, a reporter asked what many Americans are wondering (some with hope, others with fear): will President Trump’s concern about violence in Chicago and other large cities lead him to invoke the Insurrection Act?
Miller called it a ‘great question’ and then made an impassioned case for more law and order in American cities. But he stopped short of endorsing presidential invocation of the Insurrection Act, which allows the president to use the National Guard on U.S. soil to quell violence. It has been invoked for this purpose at least twice since 1957.
Here’s the recording by pool reporter Brittany Gibson (Signal, What’s Ap), and distributed at 3:20 PM today to media by the White House press office. The exchange takes place near the end of the conversation, at the 17 minute, eight second mark.
Reporter: What are your plans from Chicago for this administration? And have you had a direct conversation with the president about invoking the Insurrection Act for Chicago or any Americans?
Stephen Miller: Great question. No updates on Chicago, so as soon as I have some, I’ll be glad to give them to you.
The President has been clearing his public statements on that, but I will just take the privilege of the question as an opportunity to reiterate, once again, this administration is committed to the eradication of organized street violence in the United States of America as one of our top public safety objectives, there is no place for organized street violence in America, whether it be from homegrown crews of street trucks or whether it be from foreign criminal cartels operating on our soil, every American city should be safe and free from this organized, horrific, bloody street violence we have tolerated for too long.
The Democrat Party as an institution at every level, its judges, its lawyers, its community activists and its politicians exist to serve these criminal thugs. We see it here in DC. We talk to the cops, they say we’re not allowed to arrest anybody, and then when we do arrest somebody, then they’re immediately bailed out. They’re immediately released. They’re immediately set free. We arrest them again. They’re back on the street again. And what do they do? They kill, they attack, they rob, they rape.
Why would we put up with this? Right? These are society destroyers. It’s a simple choice, you either side with civilization or you side with anarchy and violence, to be using federal law enforcement and our National Guard to make this city safe and peaceful for Americans. And he stands ready to help and assist any community that wishes to be liberated from these criminal elements that are such a dire threat to the freedom and tranquility of the American people.
Reporter: That include the Insurrection Act?
Miller: Thank you.
According to the Constitution Center (republished verbatim), the Insurrection Act of 1807 is one of a series of laws that Congress has passed to allow the president to deploy the National Guard or federal armed forces to deal with “unlawful obstructions, combinations, or assemblages, or rebellion against the authority of the United States.”
President Trump asked for the cabinet-level recommendations in an executive order issued on Jan. 20, 2025, to determine which actions “may be necessary to obtain complete operational control of the southern border, including whether to invoke the Insurrection Act of 1807.”
While the Insurrection Acts and related laws allow the president to use military forces in a limited fashion in domestic circumstances, another law passed by Congress serves as a counterbalance: the Posse Comitatus Act of 1878. Passed after Reconstruction, the act prevents the federal military from acting as a police force unless there is a clear grant of power from Congress, or such actions are “expressly authorized by the Constitution.”
The last use of the Insurrection Act was in May 1992, when President George H.W. Bush directed the use of 3,500 federal troops after California’s governor requested help when the National Guard could not contain riots related to the Rodney King case. In 1957, President Dwight D. Eisenhower sent federal soldiers under another statute to enforce the desegregation at Central High School in Little Rock, Ark. On other occasions, the president has directed the use of federal forces to contain an outright rebellion, labor disputes, race riots, and public protests.

We’ve had many wars where fewer lives were lost than Chicago experiences on a regular basis. If we cared for our fellow brothers and sisters, we’d take care of crime.
Of course, Vermont is experiencing the same thing, except nobody, reports or talks about it publicly, or politically, we are told by leaders our police force are forbidden to use the work gang in any reports. Like seriously, WTF?
Does anybody even call out this complete cover up and forbidden speech?
As a societal goal, making Martin Luther Blvd/St/Drive, the safest, most prosperous, best educational system on the planet would be a good first start.
For Vermont, that would start with Church Street.
We need better leadership, we need to raise people up and select those in office that know what is going on, many do.
We are a leading state in addicted births for God’s sake, when are we going to stop drinking the koolaid, there are some fundamental problems in Vermont, that need some immediate attention.
Never fear, St. Albans City is buying up more property to be developed with taxpayer money. Trump needs to investigate the operations going on in this city, as we are running a bonding scam that is funding this economy in Vermont. Vermont can not print money and they are using debt and federal funds to survive. Comment from Richard Day.
He’s going to do everything in his power to try to make his people forget that he is prominently named throughout the Epstein List, a core tenet of his re-election campaign.
Chris, He still has three and a half years to fulfill the promise, has made several statements and Judges have blocked the full release.. Seems like TDS is evident
Thats why the Speaker of the House is going to have a vote to release the Epstein Files. The Commiecrats will be running for cover.
There needs to be empathy for those whose mental maladies include a pathological obsession and delusional disorder about the President’s involvement in promoting the Jan 6 riot and about his relationship with Epstein. If there was any credible evidence of his involvement with Epstein’s illegal/immoral activities, a rational person would know that card would have been played in the run-up to the 2016 or 2024 elections. There IS hope for those suffering from Trump Derangement Syndrome, but like many psychological failings, first the afflicted have to realize there is a problem.
Oh Rich, don’t feel bad for me, I’m not the one that’s in a cult. When the list comes out, you’ll just say it’s fake anyway. Congress reconvenes Tuesday, so I guess we’ll have to wait and see.
Uh, Chris: ‘Epstein list’??? Do you know something from your cult that we haven’t learned from ours? At what point should we stop believing the hype?
-Former VT Governor Dean says Trump is doing drugs because he sniffles. Nope. In fact, Trump is a teetotaler.
-Trump referred to neo-Nazis as ‘nice people’. Nope.
-The FISA search warrants on Trump campaign staff were based on legitimate evidence. Nope.
-It was okay that Hillary Clinton destroyed evidence and exposed classified data on an illegal server. Nope.
-Trump colluded with Russia. Nope.
-Rep. Adam Schiff claims he has evidence of Trump’s collusion with Russia. Nope.
-Trump recommended people can prevent Covid by drinking bleach. Nope.
-Trump tried to coerce Ukrainian President Zelenskyy by withholding U.S. aid. Nope. But VP Biden did.
-The Biden border czar (VP Harris) and Homeland Security Secretary (Mayorkas) claimed the U.S. borders are secure. Nope.
-Anthony Fauci, the CDC, and Pfizer claim the Covid vaccines are effective and safe. Nope.
-The Hunter Biden laptop was Russian misinformation. Nope.
-There is no evidence that Mail-in balloting is fraudulent. Well, there’s no evidence that it isn’t either. So, Nope.
-President Biden understood every one of the 39 pardons and 2500 commuted sentences he signed in the last 24 hours of his presidency… just under two signatures per minute, every hour, for 24 hours straight. Well, you tell me. I give it a ‘Nope’.
-Trump prevented the Epstein files from going public. Nope. But democrat appointed judges did. Three times this year.
So… what is it again we’re waiting to see on Tuesday from Congress? And if it doesn’t materialize? What then?
“what is it again we’re waiting to see on Tuesday from Congress? And if it doesn’t materialize?” The Epstein list, Jay, we want to see what he promised all summer and confirm the President is a pedophile
“What then?” Nothing, because you are in a cult. You will talk loud and say nothing like always.
‘Talk loud’??? Perhaps it’s the sound of typing on my keyboard that you hear. It’s almost deafening.
I (and my cult) hope all of the Epstein files are released too, Chris. But again, while Trump’s DOJ has been trying to release them, three Democrat appointed federal judges have prevented the DOJ from doing so. Perhaps we should impeach those federal judges and let Trump appoint some judges who will release the Epstein files.
What do you think?
The Dem mayors in Blue states don’t want Trump to come in and make their cities safer. Dem governors in those states are defying Trump, and calling attention to crime in states with Republican governors, but Democrat mayors in crime ridden cities like New Orleans and Nashville. What Trump should do, IMHO, is say, Okay, blue states/cities. I offered help to you first, and your Dem leaders declined. So good luck with your murders and car jackings, we’re going to go to the sane red states where these policies are welcome, and their citizens can live safely instead of you. Vote out the morons who left you to live in crime infested rat holes and we can talk again.
Just read Mayor signed executive order keeping Federal help out of Chicago, there were 6 murders so far this Holiday weekend in Chicago
Why are you making this a partisan issue? Why do you suppose Trump is not helping the red states? You know, the top per-capita homicide states in our country: Louisiana, Mississippi, Alabama? Or did I miss the news that the national guard is headed in their direction?
Absolutely, the democrat mayors dont want to see any federal help, since it would show that you CAN arrest and deter your way out of a crime problem, and they are are deftly afraid of any success in that endeavor. The President’s offer of help wont solve crime problems but is still to his political advantage without any Constitutional entanglements. His forceful federalization of anywhere but DC brings the usual accusations of “tyranny, fascism, nazi, gestapo” etc etc from the left which are repeated by their moonbat media.
Isn’t AI a nifty tool, Nick.
Mississippi is, indeed, #1 in the U.S. by State, with 20.5 homicides per 100,000 residents.
But some large Mississippi cities contribute disproportionately to the state’s homicide rate. While Mississippi has a Republican Governor, its biggest city, Jackson, has a Democrat Mayor and 78 homicides per 100,000 residents in the city.
The second largest city in Mississippi, Gulfport, with a Republican Mayor, has only 5 homicides per 100,000 residents. Go figure.
Keep in mind, too, that Washington D.C., for example, has a homicide rate of 39 per 100,000 residents… almost double the Mississippi rate. And Baltimore, MD, with Democrat Mayor Brandon Scott… forget it. Baltimore’s 2024 homicide rate was 201 per 100,000 residents.
Today, Memphis, TN and St. Louis, MO have the highest homicide rates of big U.S. cities. Memphis Mayor, Paul Young, is a Democrat… as is St Louis Mayor, Cara Spencer.
So, is this a partisan issue or not?
Yes it is partisan. Trump only wants to make democratic cities safe. He should get the low hanging fruit first. He could clean up republican cities and states first. There would be much less resistance from the people. And he could show his method works. Then democratic cities and states would request his assistance rather than him forcing it upon them. He doesn’t want to help his own supporters make their cities safer.
The reality is that neither democrat nor republican mayors and governors want the national guard in their streets. If they did want them, they’d be asking.
Low hanging fruit??? Nick, you have the resources. Do your homework.
Jacksonville, FL is listed as having one of the highest homicide rates per capita for American cities with Republican Mayors @ 7.6 per 100,000 residents in 2024. But Jacksonville is on track to have 6.2 homicides per 100,000 residents this year. And this is one of the worst Republican led cities in the country.
While improvement is always a welcome trend, compare that to Washington D.C.’s rate of 39 homicides per 100,000 residents.
Please explain what you mean by ‘low hanging fruit’.
Jacksonville is already projected to have an 18% decrease in its homicide rate this year without Trump’s intervention. Washington D.C.’s homicide rate is 629% higher than Jacksonville’s. How do you justify investing law enforcement resources in cities with relatively low homicide rates when cities like Washington D.C. have 6 times the homicides per capita?
Jay, so far for this Holiday weekend, Chicago, the safe city, has already had 7 killed and over 70 injured in violence, in just over three days.
