NEWPORT — Three Newport residents have been charged with assault and robbery after surveillance footage revealed an attack on a 26-year-old man in the parklet just outside the Newport Police station.
Joseph A. Balcom Jr., 40, James M. Higginson, 41, and Jennine Dubois, 39, were each charged with assault and robbery with bodily injury, accessory aiding commission of a felony and filing false reports to law enforcement.
Police responded to a report of an altercation near the parklet at approximately 10 p.m. Saturday, Sept. 26, and spoke with several individuals at the scene, including Balcom, Higginson and Dubois, according to the department.
A subsequent review of surveillance footage showed the three surrounding the 26-year-old man, attempting to take his belongings and knocking him to the ground, police said.
Balcom, Higginson and Dubois were taken into custody Tuesday. All three were held without bail and were scheduled to be arraigned in Orleans District Court on Wednesday.

These persons should have run for public office in Vermont and they would not have to worry about being arrested. The taxpayers in Vermont are getting attacked every day. Comment from Richard Day.
How’s that new “warming center” working out, Newport?
The warming center is almost a mile away from the police station adjacent parklet where this incident took place.
Additionally, Newport law enforcement has treated these individuals purely as local residents, and no local reports link them or the incident to the Joshua House facility.
So if they’re not transients or illegals, what are we ever to do?
