Commander Charles Phillips (second from right), captain of the USS Vermont, the Navy’s newest attack submarine, visits the Vermont State House with former Navy Dept. official and boat sponsor Gloria Valdez. With them are two crew members. A large contingent of the boat’s crew are touring Vermont this week.
