  1. I think I may have this one resolved and save the state a lot of trouble. Just put a wall up between VT and MA and watch the rate get cut in half fairly quickly.

    • You kinda neglected CT, NY, and NJ. Although I must agree with another poster today that if adults possessed the backbone and discernment to resist the “allure”(?) of illegal & highly dangerous drugs, there would be no market to conduct their trade in.
