State of Vermont 80% dependent on feds for climate change funding

Four out of every five of the $520 million Vermont spends annually to fight climate change comes from the U.S. government. With the Trump administration poised to cut federal spending in general and climate change funding in particular, how will State of Vermont climate spending be affected?

“Vermont’s FY25 budget includes significant increases in funding directed at climate action, with $524,403,768 appropriated and/or spending authorized,” says the Vermont Climate Council January 16 Report to the General Assembly. About $100 million of that figure is state funds. The rest comes from Uncle Sam.

These grants include emissions reduction programs like the $100 million Solar for All and $59 million for Home Energy Rebates. 

Car charger funding cut – one funding cut already announced involves the Trump administration cancellation of a $9.3 millon grant to build more EV charging stations, Vermont Public reported last week.

Like many states, Vermont lacks adequate numbers of public car charging stations. The cancellation of the grant will at best delay the buildout of this infrastructure considered vital to reaching the EV sales required by Vermont’s adherence to California emissions reduction standards. 

Federal funding cuts could cause Vermont lawmakers to rethink the carbon emissions goals in the Global Warming Solutions Act. Vermont is already being sued by the Conservation Law Foundation for not meeting mandated benchmarks of the GWSA. Losing some of that $400 million could make meeting those benchmarks much more difficult. 

A member of the House Energy and Digital Infrastructure committee told VDC that the chair won’t act on the GWSA repeal bills. Similar legislation in the Senate also appears DOA. 

Vermont isn’t alone in loss of Federal funding. NPR reports  “A Missouri school district couldn’t pay for almost two dozen electric school buses it ordered to replace a fleet of diesel buses. In Springfield, Mass., officials didn’t know if the city would get money it was promised to weatherize homes, remove lead paint and repair roads. Oklahoma regulators warned $100 million in grant funding to plug abandoned oil and gas wells was in jeopardy. A North Carolina official said the state risks losing out on more than $100 million in conservation projects that could protect communities from floods and wildfires.”

    • Not so fast…It is said that kathleen james. chair of the house energy and technology sub-committee has “pinned” legislation to take action on the GWSA, Act 18 and decoupling from CARB California emissions standards. This means unless forced by the minority republican legislators- any reforms are dead for this year. Consequently, expect d/p legislation to keep GWSA funded by Vermont taxpayer dollars.

Vermont a state with abundant forests ,very low pollution, trying to achieve zero carbon emissions, while China is building coal plants as fast as they can makes zero sense, GWSA is a scam to make Vermonters pay through the nose for things they don’t want. And raise prices on things they need.

  5. If “this brave little state” wants to engage in climate action, then let the resources originate within. Electric car infrastructure needs to happen, but it needs to work within the free market, or at least to the extent that the petrol infrastructure does.

    • I personally don’t believe that Vermonters will replace their safe and efficient vehicles with a fantasy car that’s neither. Lithium batteries even burn under water. As for the buses, the battery runs the distance of the passenger compartment underneath and weights heavy on the roads. A battery that size emits electromagnetic fields throughout the passenger compartment. Would you want your children riding in such a vehicle. They lose 20 percent power in the cold and a recharge can take an hour or more. How about electric heavy equipment to plow the roads, emergency vehicles, police cars, ambulances? This is the best thing that’s happened to the Vermont climate sham. Can the legislature dig their way out of this? Lock up your wallet and purse if there’s anything left in it. Building charging stations in Vermont for vehicles that will never replace the internal combustion engine was stupid from the start. Looks like Vermont is finally going to have to live within it’s means because the taxpayers are tapped out.

    • BEV automobiles and “green” technology are unable to exist without subsidy and regulation. Were it not for Vermont following CARB rules and the GWSA, BEV’s would be but an amusement for the rich. Solar panels without incentive and rate gimmicks imposed by the ClimateChange™ cabal would not exist. Without legislative diktat, neither would Efficiency Vermont- an NGO that provides a very poor ROI, but serves as a great government jobs program. The hidden taxes and fees imposed upon Vermont, then magnanimously distributed to NGO’s and state programs is hundreds of millions of dollars sucked out of this “unaffordable little state’s” economy to serve a very select privileged few. It is inevitable that this legislative session will see increased “fees” and “charges” instead of taxes to continue the ClimateChange™ grift.

Once again we need to look at the bigger picture and ask; what does this mean to we the people of Vermont considering that the legislature is apparently not willing to talk about repealing the Global Warming Solutions Act? Believe me, I applaud what Trump is doing and, hopefully, the actual cutting of of the grant money will wake up these head in the clouds reps and senators. If not, what is their plan? Wait out the lawsuits? Bury their heads deeper in the sand? Inquiring minds want to know . . .

  8. This morning, in the Caledonian Record, there was a picture of the anti-Musk rally at the Green Mountain Mall Tesla charging stations. The photo showed someone with a sign that stated,” HE NO LIKE US”., followed by the words,” go home nazi”.
    I certainly hope it wasn’t a native Vermonter.

    • The sign actually states “He NOT Like Us” which is from Kendrick Lamar (the Super Bowl paper) and a chant that Kamala’s crowd adopted. The woman holding it Mary Topogna of Lyndonville (she gave her name to the Cal Record to publish).

      Topogna also made this statement that shows she is misinformed; ” “I’m just frustrated that I don’t know that the people that voted for Trump realized they voted for Musk, and Trump’s just giving him too much access to private information.” Ah Mary, Trump spoke about Musk and DOGE while campaigning BEFORE the election. Even NPR mentioned it in November, “On the campaign trail, Trump spoke of creating a role in the federal government for Musk, who is the richest man in the world and owns Tesla, SpaceX and the social media platform X.” We did indeed know what we were voting for!!!!

    I am absolutely flabbergasted that that much money is or would be spent on something as futile as “fighting climate change.” What a total waste on “hot air.”

It is a political tool being used to brainwash people, to instill fear, to use them as useful idiots to participate in their own demise. The Climate Agenda scam is funded by subsidies and forced upon the people by propaganda. Time has come for the Truth to widely come out, can’t wait for more! VT seems like it will have to learn the hard way on many items, not just the Climate Scam. All lies will be revealed, line item by line item.

  13. The President said he would address fraud and waste – something many Americans knew and complained about for decades (How many years Congress’ approval rating in a cellar hole? Was anyone giving high marks for bureaucrats or Legislatures?) A good start, but the war on humanity is far from over. We, the People, are going to claw and take it all back – come Hell or high water. The President will pull the first thread and the People can unravel the entire sweater.

  14. Of course, the Vermont legislature will stomp their feet and throw a hissy fit. President Trump is shutting down one of their favorite pork sources. And I’m sure they’ll try to override the President’s orders. The rest of us peons don’t know any better, after all.

    But what if they are successful? They’re still not getting their federal funding. That would have to be made up. How? More taxes! Are you following along yet? What they don’t realize, quite stupidly if you ask me, is that the people of Vermont have had enough as far as taxes go. I feel we’re very close to a tipping point. Enough is enough!

    I don’t know about you, but I’m ready to get on with the house-cleaning.

  15. Vermont’s “hippycrites” have bought Teslas by the hundreds and now engage in protests at the dealership and put stickers on their cars to ideologically distance themselves from the man who developed the most successful electric on the road.
    Maybe they should all donate them to the Good News Garage to demonstrate their disgust.

    • Our governor voted for Kamala and now he has to deal with Trump. If he had been a normal republican, Vermont would have been much better off. Play stupid games, get stupid prizes. Vermont hasn’t had a republican governor since Richard Snelling and the state has fallen ever since. Either lead or get out of the way for someone who can. As a voter who supported Scott many times, I’ve had enough. We need true conservative leadership, gov. Scott has shown poor judgement on too many issues and continually works for those who elect him, the democrats. He supported Biden, the worst president in modern times and then Kamala. That should tell a normal person who he is. Time to move on. And this guy in the treasurer’s office, not a chance. Defending illegal aliens is an affront to hard working Americans and Vermonters. After living here for over 70 years, I’ve had more than enough.

  19. Why don’t the electric companies build the chargers? They sell the electricity. The oil companies build gas stations since they sell gas.

  20. With all of the allegations being made against Musk, it is ironic that he supports the cut for EV chargers and other government funding that would have helped his businesses. So much for feathering your own nest.

    Also, every year politicians come out with lists of the most egregious wasteful payments that the federal government is making. Everyone gets upset about the fraud and waste, but in a couple weeks the lists are forgotten and the bureaucracy goes back to business as usual. Its like pulling a weed and getting it all except for a small piece of the root, which then allows the weed to grow back, bigger and stronger than it was. So it is with agencies like USAID. That is why the entire organization has to be taken apart and destroyed.

    We can now see the error of putting most of our eggs in the Canadian electric basket.
