A Swanton man is being held without bail after his arrest on charges of lewd and lascivious conduct with a child, Vermont State Police said Thursday.

Dylan Franolich, 27, was arrested June 5 without incident following an investigation launched May 16 by the Vermont State Police Bureau of Criminal Investigations and the Department for Children and Families. Authorities said the investigation began after a mandated reporter contacted officials with concerns about inappropriate conduct involving a child.

Franolich was processed at the St. Albans State Police Barracks and arraigned in Franklin County Superior Court. He was then lodged at the Northwest State Correctional Facility. Police did not release any information about the victim, in accordance with state law protecting the identities of victims of sexual assault and domestic violence.

Troopers from the New Haven Barracks responded at about 8 AM on June 4. Police said Christopher Wyckoff, 57, of Bristol, was driving a 2022 Subaru Outback northbound behind Harold Tricou, 58, of New Haven, who was operating a 2004 GMC Sierra. Wyckoff reportedly attempted to pass Tricou by entering the southbound lane as a tractor trailer approached in the opposite direction.

Both vehicles increased speed, and Wyckoff veered right, striking the driver’s side of Tricou’s truck. Tricou’s vehicle then sideswiped a guardrail. Both drivers pulled over and waited for authorities. Damage to both vehicles was described as cosmetic, and both men were wearing seat belts.
