Suspected kidnapper cuffed after one-hour standoff

The Windsor County Sheriff’s Department arrested two people Tuesday afternoon following a one-hour standoff at a Bean Hill Lane, Weathersfield home, where deputies located a man wanted on a series of felony warrants in both Vermont and New Hampshire.

According to Sheriff Ryan Palmer, deputies went to 177 Bean Hill Lane around 4:30 p.m. on November 25 in an effort to find Roger Colby III, 41, of Weathersfield. Colby was wanted on multiple warrants, including charges of kidnapping, unlawful restraint (second degree, aiding in the commission of a felony), simple assault, probation violation, felon in possession of a dangerous weapon, possession of fentanyl, and receiving stolen property out of New Hampshire.

He also faces new charges from the Windsor County Sheriff’s Department and the Springfield Police Department in connection with an Oct. 29 pursuit that began in Springfield and continued into Lebanon, N.H. Those charges include attempting to elude, gross negligent operation, and additional violations stemming from the chase.

Deputies from across the agency — including Deputy Keefe, Deputy Watrous, Deputy Mock, Deputy Howe, Deputy Goodrich, Deputy Buchanan, Deputy McCabe, Sgt. King, and Sheriff Palmer — searched the property and ultimately found Colby inside an RV. He surrendered after approximately one hour.

During the response, deputies also located Alyssa Rivera, 38, who was wanted on an extraditable New Hampshire warrant and a Governor’s Warrant for possession of stolen property, theft by unauthorized taking, and possession of heroin.

Rivera was transported directly to Southern State Correctional Facility in Springfield to await extradition to New Hampshire. Colby was brought to the Springfield Police Department for processing and then lodged at SSCF.

Both cases will be heard in Windsor County Court.
