A leader of the Senate Democrat caucus and longtime climate hawk has proposed legislation that would likely increase the price of gasoline and diesel fuels.
New legislation (S.171) sponsored by Assistant Majority Leader Rebecca White (D-Windsor), would create a Clean Fuels Program aimed at reducing greenhouse gas emissions from transportation fuels.
While it doesn’t directly impose a tax or fee, it would raise money indirectly through a credit and trading system—similar to cap-and-trade models in other jurisdictions, energy policy expert Matt Cota said in his January 12 edition of The Intersection, a newsletter published by Meadow Hill Media, Cota’s policy advocacy firm. Gasoline and diesel suppliers would be required to either blend in greater quantities of biofuels, purchase credits, or pay penalties.
On paper, the bill sets a target of reducing emissions by at least 10% below 2018 levels by 2030. It allows regulators to adopt standards that consider the full lifecycle of fuel emissions—from production to combustion to land-use impacts—but offers little clarity on how such complex factors would be reliably measured or enforced, Cota said.
“Much like the Clean Heat Standard, the Clean Fuels Program could become another complicated and costly program that fails to deliver,” Cota said.
The Clean Heat Standard law (also receiving approval by White and most of Senate Democrats) would assess fees on the sale of fossil fuel-based heating fuel, and direct the proceeds to building low-carbon alternatives to heating homes, such as heat pumps and weatherization. Implementation has faltered due to concern about the added cost of heating homes with traditional fuels, and the cumbersome regulation required to implement it.
S.171 was referred to Senate Natural Resources and Energy, chaired by fellow climate hawk Anne Watson (D-Washington) and with a 3-2 Democrat majority. Committee members and contact information: Watson, Terry Williams, Vice Chair, Ruth Hardy, Seth Bongartz, and Scott Beck.

This state is a abject failure.
S.171 won’t just fail, it will fail Vermonter’s miserably ! White must think Vermonters (who have seen this before) will think this will be different, and good for Vermonters. Even if it isn’t a real (established) tax, if it cost more to bring gas, and diesel into Vermont GUESS WHAT ; the price at the pumps increases. It will cost Vermonters more (just like a tax). Tax or not it still will be more $$$ out of the wallets of Vermonters. Is there anyone left in Montpelier who is motivated by making Vermont more affordable ? Why are we continuing to vote these people into Legislation who only know how to engineer bills that will cost Vermonters more money ? It defies all logic and common sense ❗

If you get a chance to interview Sen White it would be great if you could ask her some questions. How does she get to and from Montpelier, walk, ride a horse, car pool, public transportation? Does she own a car? Is it all electric and charge off of solar panels vs the grid? Does she just use a heat pump to heat her house, and not use fossil fuels? True leader lead by example. Also I see no financial analysis with this proposed bill. But we have seen this before from the Dem/ Progs; single payer, Global Warming Solutions Act, Vermont education system and the list goes on.
What else would you expect from the tax tax tax party?? This will directly hurt the people out there trying to work every day, eat and pay their bills. These people DO NOT CARE about Vermonters at all. They are beholden to their own party and the lobbies. I am seriously starting to think about our exit from this state. The property tax alone is unsustainable and again, not one person under the golden dome has a resolution for the tax payers. Not mention the public school failure to the students. Disgusting. For Gods sake, Mississippi students have fared better than Vermonts. Wake the Hell up.

Regulating wood heat has already been done with emission standards on outdoor wood fired boilers.
Dont give them any ideas about the indoor ones but dont think they havn’t thought of it yet, but they just act incrementally as usual to see what they can get away with.
The dems are clueless if they think another gas tax is what’s needed. We are already paying way too much for gas! We already have a gas tax in Vermont that already puts a strain on people’s pocketbooks. They are already driving distances to get to where gas is cheaper in New Hampshire with very little savings to show for it.
Democrats, Stop gaslighting us with new taxes and take measures to do something that matters—- reduce or at least freeze property taxes for Vermonters.
On our way to Florida by way of Nashville every state along the way has been lower in cost for gas. Last fill up in Tennessee was $2.39 a gallon for 87 octane.

I agree with the the comments to vote out the democrats unless we’re able to eliminate voter fraud. Non-resident college students voting, same day registration and voting with no proof of identity or residence. At the last town election in Brattleboro the democrats collected people from the motels to register and vote. And then there are all the people who are directly supported by tax dollars.
