School van driver continued sex abuse after judge released him, police say

A South Burlington public school van driver on Monday, August 26 was charged with aggravated sexual assault and lewd and lascivious conduct with a child. Police say the abuse occurred after a judge released Jerry Normandin, 65, back into the community following a July, 2021 arrest for sexually abusing a 10 year old boy.

Normandin, a Milton resident, was sentenced for sex crimes in 2023 and is currently incarcerated in Southern State Correctional Facility in Springfield.

Details of the 2023 sentencing were reported by Mike Donoghue in VDC. Normandin had worked various jobs at the South Burlington school district since June 22, 2009 when he was hired as a security officer to monitor driving and parking safety at the city’s high school and middle school parking lot on Dorset Street, Young said. By July 2018, Normandin became a general paraeducator and served as a study hall monitor. Beginning in January 2021 Normandin was assigned as a driver for one of the school-owned vans, Young said. The district used its own vans instead of using taxi cabs for certain student transports.

The timeline of alleged criminal activity was outlined in a statement released today by the Chittenden Unit for Special Investigations (CUSI). 

On July 12, 2024, Chittenden Unit for Special Investigations (CUSI) was referred a case from the Milton Police Department regarding the alleged sexual abuse by Normandin of a complainant that began when he was a juvenile. Detective Joanna Morse was assigned to this investigation and developed probable cause that Normandin repeatedly over the course of several years committed the crimes of Aggravated Sexual Assault and Lewd or Lascivious Conduct with a Child. 

On Monday, Normandin was issued a citation to appear in court on Thursday, September 19, for the above listed charges. 

“It is worth noting that the abuse in this case continued after Normandin was released back into the community on conditions by a judge after CUSI arrested him on July 29, 2021, for sexually abusing a 10-year-old male in Milton, and sexually abusing a developmentally disabled 15-year-old male at work while employed by the South Burlington School District,” CUSI Detective Richard Weinisch said. “The new victim in this current case was sexually abused throughout the duration of that two-year court process, up until Normandin was sentenced to incarceration in August of 2023. 

Normandin is scheduled to be released in less than two years from now on the 2021 charges.

    That would be amazing if these headlines meant something different happened.

    Okay, blame the system and the bad guy, but what the HELL were the parents doing allowing this continued contact? The parents should be investigated. This doesn’t add up.

  2. When are they going to learn? You CANNOT release pedophiles back into the community. EVER! They cannot be “rehabbed”. End of story.

    The article states that this guy was first arrested in 2021. That’s three years ago, and he’s 65 now. That would make him 62 at the time of that arrest. BUT… he had been working for the South Burlington school district since 2009, when he would have been 50 years old. Part of the time as a para-educator no less! WHAT?!?

    So we’re supposed to believe that this fine man just woke up one day in 2021 and decided to become a pedophile? No, no, no, no, no! I would bet that this man’s history with children goes way, way back. Perhaps even as far back as when he was in his teens. What’s his address history? Were there any unsolved cases or reports from the dates and places he lived before? Has he ever picked up and moved from one place to another for no apparent reason?

    I would urge all prior victims of this predator to come forward. NOW, so he can be locked up for the rest of his days. And yes, once is one time too many.

    And why, why, why was this man allowed around kids? Did South Burlington properly vet him? Did they run his fingerprints? Did they run a CORI check? Did they run a CORI check annually? I had to go through a new CORI check every year I coached youth sports – one would think that would be SOP for anyone around our children for that many hours a day.

    Come on, liberals, lefties, and “progressives”. Common sense should prevail here, no?

  5. Probation is a silly and stupid consequence for pedophiles, and it does zero to promote public safety.

    What is the point of probation when these pedopornophiles have already given their young victims a life sentence of trauma and worse? What do the judges think probation will do: “Now don’t let us catch you doing that again.”? It’s only an invitation to continue in their selfish perversion and utter disregard for the lives of anyone else, especially the most vulnerable and defenseless among us, and to be even more careful about covering up their demonic predatory behavior and not getting caught.

    Any sex offenders who harm a child should have severe and lengthy sentences of mandatory jail wherein they can never harm another child again. Also, our laws should be changed to include automatic mandatory lifetime supervision should they ever be released. Capital punishment is also absolutely appropriate in cases of aggravated sexual molestation/exploitation of children, but Vermont has abolished that form of retributive justice and punishment as a deterrent.

    Jesus, who is the embodiment of love, grace, mercy, and compassion, stated unequivocally that it would be better for someone who harms and causes a little one to stumble to be thrown into the sea with a large millstone hung around his neck. This shows how He feels about child molesters. Jesus is the epitome of gentleness, but the fiercest lion toward anyone who dares to intentionally hurt and sexually violate his precious children.

Doesn’t matter if it’s Prince Andrew or the demon pictured above – the woke alphabet ancronym group is installed to make them the victims, not your children or grandchildren. Accepting and ignoring what is purely evil is why more children are being trafficked, abused, neglected, and sold down the river like chattel – demand consequences or expect more of the same.
