Roper: Senate President Pro Tem’s disgraceful anti-small-“d”-democratic rant

Tells senators to ignore voters, dictates to media how to report, threatens to de-platform Republican lawmakers who disagree

Vermont lawmakers returned to Montpelier following Town Meeting Week break, and if Democrat Senators got an earful from their constituents about rising property taxes, rising crime, and the cost of housing while they were home, it was nothing like what they heard from Senate President Pro Tem Philip Baruth (D/P-Chittenden Central).

Kicking off the “welcome back” Senate Democrat Caucus meeting on March 12, Baruth took the microphone for a five and a half minute, action-packed rant that included telling his colleagues not to pay attention to constituent objections to their climate policies – they are passing these bills anyway! – instructed the media, if they were listening, not to report the costs of said policies, and threatened to take away Republican lawmakers’ “seat at the table” if they didn’t accept the premise that these ludicrous policies were legitimate.

Baruth complained, “Every time we come out with something to mitigate the effects of climate change or to slow the effects of climate change – and I’m talking about the Clean Heat Standard, the Renewable Energy Standard, which we are going to see a concerted campaign to kill, and this bill, the flooding bill, will also see a concerted campaign to slow it, alter it or kill it. And that is because, again, one of the major parties, and it’s the Republican Party in Vermont, has decided not to create policy to deal with this issue.”

Let’s take this whining missive one point at a time….

Yes, every time you come out with a plan to tax the living hell out of working people trying to heat their homes, drive their cars, do their jobs, etc. in a thinly veiled attempt to steer hundreds of millions of dollars to your political cronies, it tends to tick people off. And, yeah, it sparks some folks to start blowing the fiscal rape whistle in a “concerted effort” to stop your highly corrupt and worse than useless policy from happening.

As for noting the Republican party in Vermont has decided not to spend time and resources on schemes to alter the trajectory of planetary climate trends in order to affect the weather patterns in our tiny patch of New England landscape, of course, Republicans aren’t putting forward policy here. Why? because, despite the many shortcomings of the Vermont Republican Party, its members aren’t completely insane. Anyone who thinks Vermont lawmakers can or will have any impact on the global climate or Chinese/Indian/Russian/etc. policies regarding same, is, very politely speaking, a fool. And any parties – looking at you Vermont Democrats and Progressives – that want to make such an utterly useless gesture the primary function of state government at a cost of multiple billions of dollars better spent on solving solvable problems is a fool who also poses a serious danger to others. Time to take away the scissors.

Baruth goes on… “What they [Republicans] do is wait for us to offer policy in this space, and then they line up against it with whatever the best argument is. The two arguments we most often hear is that it costs more than a dollar, and it will disrupt a little bit to a lot.”  Well… yeah…. You’re reading this right: the Democrat/Progressive leader of the Senate is upset with elected officials who question the cost to and impact on of a policy on their constituents, and raise good arguments in regard to those policies. Senator, the Republicans are not the problem here!

Baruth admits in his little speech that the cost and disruption caused by their plans to “remake an economy that runs on fossil fuels” requiring “huge systemic change” will require disruption and cost. Quite a bit of both! He warns his colleagues, “You will not receive kudos for your work [on the Renewable Energy Standard Bill, etc.], you will receive sharp criticism, paid advertising talking about how you’re going to cost Vermonters money that they don’t have.” Note: you do not deserve kudos for these policies; they are unaffordable, ineffective, accrue no benefits, and take resources away from other crisis issues in our state. You deserve not just sharp criticism, you deserve to be fired for what you are doing.

Does Baruth think elected officials should listen to those concerns of the people who elected them? Oh no! He says, “We need to circle our wagons! We need to rededicate ourselves to getting these things through” despite widespread public opposition.  This is what Democracy looks like?

Then Baruth goes after the media, “putting them on notice,” to use his words, on how they should cover these issues. “I’m also talking to the Vermont media,” he says. “The way it works [now] is, when the Renewable Energy Standard comes out, the headline is, ‘Democrats propose comprehensive legislation; Republicans point out that it will cost X number of dollars, with a quote from Phil Scott right up front.’” Um…. Question! Isn’t that what good reporting should cover? Here’s the policy and what it would do; here’s what that policy will cost and who pays; and here’s what the top elected official in the state has to say about it so you, member of the public, can craft an informed opinion? Not according to Phil Baruth and, since no one spoke up against his take, I guess every other Democrat senator as well.

Instead, Baruth et al say the headline should be, “Democrats propose comprehensive climate change legislation, Republicans don’t.” In other words, don’t discuss the cost of the program. Don’t discuss what actual impact the program will have on Vermont citizens or for that matter the complete lack of impact it will have on a changing climate. Don’t ask the governor what he thinks. Just run propaganda that casts Democrats as heroes and Republicans as villains for, you know, asking critical questions about transformative policy and attempting to listen to what their constituents actually have to say.

He concludes, “We are going forward with these bills!” despite public opposition. And, “We are going to make it clear that if nothing comes from the Republican side, do they deserve a full voice in the argument?” Well, the people who elected them might say yes they do, and you do not have a right to de-platform duly elected officials simply because you disagree with them about priorities and policy. But that would be if you truly believed in the democratic principles of truly representative and responsible government. Baruth and his entitled, dictatorial fellow Democrats clearly don’t.

    Mr. Baruth and company will bankrupt Vermont sooner than later. It’s a virtual certainty. Just remember that it was he and his colleagues who did this to us – despite reasonable protestation, and hold him accountable when the time comes.

Thanks to them THERE IS NOT A SINGLE REPUBLICAN on the SENATE NATURAL RESOURCES and ENERGY Committee. So much for balanced discussions and common sense proposals.

  6. The senator receives a hefty salary from UVM and a 5-month salary and expenses from the taxpayers so, living in Vermont is just peachy for him as carpetbagger here to save the world. His rant to the loyal flying monkeys in his is party puts him right up there with the man behind the curtain in Oz. He has all the qualifications to be a dicktator, (yes, it’s spelled wrong). It is very evident that his limited power has gone to his head. He is now not only arrogant, he’s also dangerous to us little people. He needs o be shown the door in November.

Baruth is literally quoting Marx in his quest to “reimagine” Vermont to accommodate “Climate Science™”. english professor baruth seeks only power for himself and his party- and is ready and willing to go to any length to achieve his desire. baruth’s self-admitted rant exposes his role as head apparatchik in the current socialist/totalitarian cesspool of Vermont politics. Given the current participation rate of eligible voters, coupled with the legalized fraud written into Vermont election law- he may just get his way…

  8. JMO, but Phil Baruth is, and always will be a self righteous, disingenuous, flatlander. For the good of Vermont he needs to be voted out. Only the citizens of Chittenden County can address this issue so to them I would ask, send this sanctimonious, duplicitous carnival Barker back to Lock Port New York !           

    • Nope. It is not just a Chittenden County address. These latest actions as recorded and reported are as much a state matter for all of us to consider. Senator Baruth is the President Pro Tempore of the Vermont Senate ( pro tem). Baruth was voted by the Senate ( uncontested) and presides over the Senate of the U.S. state of Vermont in the absence of the lieutenant governor. Third in line of the gubernatorial line of succession, he also sets the priorities for the Senate. Unlike the speaker of the house, pro tem Baruth cannot unilaterally select committee chairs and members. He is now on record violating the VT Constitution- flatlander or not, Senator Baruth can be censured.

  10. Am I getting this right – isn’t it true Senators get censured in VT by breaking the Constitution? On March 12 2024, amidst our states shared dire emergency with edu property tax & need to address the 31% no votes against school budgets ( think overall cash flow everywhere being stopped) the opener by The Pro Tempore President of Vermont’s Senate, Senator Phil Baruth chose to and went on record, as was also reported by Rob Roper to muster up for 2030 climate policy. Baruth record of comments violates 1) VT Press Corp , the Freedom of the Press, and First Amendment Rights. Roper states Baruth ” instructed the media, if they were listening, not to report the costs of said policies (referring to VT climate policies) 2) Violated and then broke his oath and vow as a senator . His oath is: s “I Phillip Baruth do solemnly swear (or affirm) that I will be true and faithful to the State of Vermont, and that I will not, directly or indirectly, do any act or thing injurious to the Constitution or Government thereof.” Baruth represents all the people of Vermont and in a democratic process. His reported statement, “We are going forward with these bills!” despite public opposition.” appears to directly violate his oath and VT’s constitution and our representative democratic process. 3) Roper reports Baruth ” threatened to take away Republican lawmakers’ “seat at the table”. I ask under article 6 of the Vt Constitution being ” That all power being originally inherent in and consequently derived from the people, therefore, all officers of government, whether legislative or executive, are their trustees and servants; and at all times, in a legal way, accountable to them. ” then who leads us and at what date / time will the procedure be started to censure Senator Baruth ?

      If people like you were running portions of the VTGOP, people would be at least willing to send some money,,, that would be the first step. In this car race nobody wants to bet on Phil Scott’s soviet Trabant.

      Any American Focus or Cavalier would decimate him. The don’t tamp down people who they know will fail. The race is fixed, for crappy cars and uniparty minds to be the only contestants….because then they can be voted the favorite car in the Peoples Socialist Democracy of Vermont.

  11. It is a shame that VDC is the only forum in Vermont hosting commentary on major subjects of the day. Rob brings up an important point here. The trick for Republicans in responding to Senator Baruth’s speech is to articulate a message that the majority of Vermonters will find understandable and appreciate.

    If I were in the Senate (I’m not) or running for office (I’m not), I’d strive to make the argument thusly:

    Senator Baruth, I’ve just received my latest monthly oil bill for our two story, three bedroom house that was built in 1970. It was for $937.39. Although I’m still another year from retirement, when I get there my monthly social security check will be slightly more than $3,000.00 per month.

    Like it or not, the vast majority of Vermonters live in housing stock that is fairly old and heated by some form of fossil fuel. Vermont is one of the top three states where the average citizen (in fact, now a rapidly forming majority) can be classified as “senior” in status. Put together, the plain fact is that the majority of Vermonters cannot now afford to pay their fuel bills on their present income and are experiencing major anxiety trying to figure out what their future holds.

    Your party now seeks to mitigate climate change using only state laws that will only impact state citizens. Rallying around the cry “we must do something,” your party has adopted the belief that using state laws on state citizens will slow and/or mitigate climate change. I respectfully and strenuously disagree. If our state population disappeared tomorrow, thus instantly eliminating the carbon output of us all, no serious scientist would conclude climate change would be either slowed or reversed.

    But in exchange for no scientific benefit, your climate proposals are threatening major increases in every Vermonter’s monthly bills, the amount of which you have either ignored or not been willing to accept. I’d argue it is the responsibility of every legislator, no matter what party they belong to, to be honest and aware of any proposal that raises costs upon the people. Dismissal of that responsibility can easily be read as both arrogant and a breach of their legislative duty.

    You raise the argument that Republicans “do nothing” when it comes to climate change. You have not been listening. Republicans are very much aware that climate change is behind the damages we’ve seen to our infrastructure and its threat to our future economy. We’ve been arguing that the limited resources capable of being raised by our population should be directed at controlling that infrastructure’s design (culverts, bridges, drainage, etc.) to keep Vermonters protected from weather events we both know are coming. That is a real response to a legitimate problem, as opposed to the impossible, very expensive and meaningless end result of the proposals your party is now advancing.

    In direct response to your characterization of the extreme minority of Vermont Republicans as irritating to your party’s designs, it is our duty to bring these points up at every opportunity we can. Not doing so is shirking the responsibilities we have to both our constituents and the Constitution we are sworn to protect.

    • Baruth isn’t a really a legislator, he is a fundamentalist preacher for the cult of Climate. No heresy will be tolerated.

    • Mr. Benning’s advice to presumably us, is misguided. Using the “clean heat standard” as but one example, tens of thousands of constituents communicated clearly the folly of S.5 and their concerns about the bill to legislators and the governor. Certainly VDC provided excellent coverage and allowed thousands of comments opposing that bill- their elected representatives ignorant of their opinions and concerns. Very selective and apparently biased reporting was evident by most of Vermont’s media regarding S.5 since it was introduced as the “affordable heating act” in January 2023. As Mr. Roper has shown in this article, these elitists have no regard for their constituent or opposing views. mccormack, baruth, krowinski, bray, white, hardy, lalonde and a hundred others show their extreme hubris and a totalitarian mentality toward the electorate and the citizen. Vermont’s Constitutional Oath of Office has been made a mockery, as has the Constitution in general this biennium. The time for polite talk and disagreement has past- any attempt at achieving a dialogue with dissenting views has been defeated, formally and on video by mr. baruth. His self described “rant” can easily be seen as a formal declaration of war, one that began in the legislature a decade ago- on the residents of Vermont.

      The ‘trick’… indeed.

      Baruth’s speech is one thing. It’s his actions, and the actions of his colleagues and supporters, that are bankrupting the rest of us. When the majority of Vermonters are earning their livelihoods at the behest of the tax subsidized Vermont bureaucracy that Baruth represents, be it government, healthcare, education, or the public utilities, no amount of reasonable articulation will be appreciated by that majority, even if it is understood. It’s the nature of bankruptcy. It’s an addiction. It happens ‘gradually, then suddenly’. The best that can be done now is to prepare for this certain eventuality.

    • Mr. Benning, you’re missing the point here. This IS their agenda, and they don’t care what it costs you because the agenda is control. When you run out of money and can’t afford anything who are you going to go to? The State. Who is then in control of you? The State. The state is currently the 2nd largest workforce that works tirelessly on our money to spend it foolishly and advance agenda’s that grow the state. It’s the very definition of communism.

      The only solution is smaller government, and less taxes to these madmen running amock claiming that they don’t care what their constituents say. So you can write as many heartfelt letters about how you won’t be able to afford this or that and all you’re doing is telling them that they are getting what they want. Climate Change is Communism just the 2020’s version of it.

      Until we stop paying the taxes this will continue.

  12. The Clean Heat Standard passed in the first half of the biennium, if enacted by the next legislature, assures that the price of fossil fuels will rise and more electricity and RNG will be consumed.

    The Renewable Energy Standard proposed in the second half of the biennium and pushed by REV and the environmental industry CLF, VPIRG and VNRC, if passed, assures that the price of electricity will rise.

    Who benefits?     • Good sleuthing Annette. Energir is reported to be the leading electricity distributor and the sole natural gas distributor in Vermont. CDPQ, an the asset management company that now owns 100% of Energir ( see below). CDPQ has 434 Billion in assets. Look further @ CDPQ signing onto global invetsments ESG ( environmental social & governance) programs and also as reported, are in collaboration with the UN.       Energir, Hydro Quebec, Green Mountain Power, GazPro, etc. They’re all part of a Canadian (Quebec) government owned consortium. It’s the fourth largest electric generating company in the world and the 2nd largest company in all of Canada. And while I suspect PM Trudeau and the WEF have their fingers in the pie, HQ sells its electricity to Vermont for 1/3rd the cost GMP charges Vermonters – because GMP has to add all of the politically motivated wind and solar subsidies and carbon credit add-ons to its bottom line. After all, the utility’s profits are regulated – limited to a specific percentage of their gross revenue. So, the more GMP spends on ‘green’ power, the more profit it’s allowed to make.

      And surely, PUC commissioner, Margaret Cheney, and her VT Senator husband, Peter Welch, are in their pockets too. Why else would Vermont not buy all the HQ power it can at 7.5 cents per kwh?

  13. Naked Emperors, by definition, think they have clothes on. Phil is displaying his elitist colors cluelessly — he is a one-party ruler, not a democratic servant. The people must not have a choice, or even a critical view. I love this line Rob: “despite the many shortcomings of the Vermont Republican Party, its members aren’t completely insane.”
    Yesterday I had lunch beside a table of progressive lawmakers chatting about their concerns over these bills — I suppose Phil would not want them to dare vocalize such responsible criticisms: it might avert another economic boondoggle such as school spending, universal meals and daycare, the unfunded pensions, or the One Care Vermont debacle. When the Baruth mafia runs the show, the money spigot must not be staunched by things like democracy, ethics, economic feasibility, or equity toward struggling retirees — it is verboten!

  17. Baruth and Zuckerman have already de-platformed and censored Republicans on climate issues. They made sure there is no Republican representation on the Senate Natural Resources & Energy.
    No dissenting voices were welcomed. The fix was in from the start. No balanced discussions required when agendas are the top priority.

  18. What a narcissistic, tone-deaf response! Sen. Baruth has no business being in the legislative branch or anywhere near good government! To threaten party-mates and party opponents as well as dictate the media’s method of reporting stinks of true fascism. Sadly, voters in his district, unless they get a HUGE awakening, will probably vote this guy back in because he “gets the job done.” Too bad he can only do that by stifling debate, press coverage and opposition. NOT a vote-worthy guy, people!

  20. Seeing them lose composure and say the quiet parts outload is panic and desperation settling in. A financial report shows EV sales stagnant and there is no money to push the agenda. No more lending available per the Fed? The Democratic party is now saddled with the stench of The Biden, Fani Willis, Latisha James, Mr. Smith in Washington, and all the other baffoons pulling the entire party down into the abyss. Haiti – a nation in complete collapse and boatloads (or plane loads) headed right into Florida or a city near you. Good times! Expect more meltdowns under the Golden Thunder Dome – the jig is flying up for all to see.

That Vermont’s actual mountains/hills geography, lack of broadband connectivity, lack of cell service and mobile tech, that many of our roads are dirt, that wood is an energy & heating source requiring harvest from our land, the non modern electric grid is due to the difficulties with wires and poles being strung in dense forests across mountain sides, nor is Vermont a young urban population that the 2030 agenda requires, means absolutely nothing to them. They want control via electrification. Literal trilliions in financing behind the 2030 agenda is comprised of the largest most powerful asset managers, tech companies, banks, stock exchanges, trading platforms, blockchain exchanges, oligarchs, billionaires and others throughout the world.     Baruth is a hack, and a low-level one at that. A “professional” demonrat would NEVER say the quiet parts out loud in public. A “real” demonrat would have that rant in private with no recording devices present. “Plausible deniability”, you know.

The Baruth’s of the legislature have foce-fed this climate issue message down our throats, creating hysteria into many great people and business organizations, and legislating mandates that we all must follow because it’s the law. People had to get onboard with their hysteria, deception, lies, and for them to take care of their VPIRG buddies! Truly disgusting.

    Their regulations are killing Vermont. The G.W.S.A. and Home Heat Standards Act must be repealed, and when elected this November that will be a top priority of mine. Between this, Act 250, and other regulations the Democrats/Progressive leaders have created the housing issues and have made it so expensive and time consuming that thousands of people CANNOT afford housing throughout the entire Green Mtn. State.

    The State House today is filled with lobbyist, 15-20 years ago when I was a regular under the Gold Dome, it was filled with citizens, Vermonters talking to legislators, now it’s high paid lobbyist. Very sad. This is what the Dems/Progs leaders have done to our State with their “super-duper majority!”

    I’m calling on Sen. Baruth to repeal the regulations, to sunset these overburdening regulations that are costing every Vermonters thousands of dollars and Developers, Builder’s can start building. These expensive regulations are holding back the floodgates to investments and opportunities into our great State.
