Homeless thief sets up innocent woman, VSP says

On June 23, at approximately 7 PM, Vermont State Police responded to a report of a female stealing electronics from the Home Depot in Rutland Town. The suspect fled the store on foot. Troopers located her walking along US 4 near Vermont Bedrooms and instructed her to stop, but she fled. After a brief foot chase, the suspect was apprehended.

The suspect was initially identified as Lori Anne Barbour, was taken into custody and transported to the Rutland Barracks for processing. The stolen items were returned to Home Depot, and Barbour was issued a citation to appear at Vermont Superior Court – Rutland Criminal Division at a later date.

Further investigation revealed the suspect’s true identity as Elizabeth M. Capen, 32, a transient from the Rutland area. Capen is wanted for Possession of Stolen Property, Providing False Information to a Law Enforcement Officer, and Resisting Arrest. Lori Anne Barbour was not involved in the theft and was falsely implicated by Capen. On June 24, at about 9:20 AM, State Police responded to a report of an individual passed out in a vehicle along Coventry Station Road in Coventry. Upon arrival, troopers identified the driver as Katie Karpoff, 40, of Troy. After conducting Standardized Field Sobriety Tests, officers determined Karpoff was under the influence of drugs.

Karpoff was subsequently arrested and found to be in possession of fentanyl and cocaine. She was transported to the Derby barracks, where she was processed for DUI. Following her processing, Karpoff was released with a citation and picked up by a responsible adult.


On June 24, around 7:29 in the evening, Vermont State Police troopers responded to a report of a physical altercation in Concord, VT. Upon investigation, it was determined that Frank Harris, 36, had committed Aggravated Assault against Matthew Smith, 56, and 1st Degree Aggravated Domestic Assault against a household member.

Harris was arrested and transported to the Vermont State Police Barracks in St. Johnsbury for processing. He was ordered to be held without bail and issued a citation to appear in Caledonia County Superior Court – Criminal Division on June 25, at 12:30 PM. Following processing, Harris was transported to the Northeast Correctional Complex.
