McGuinness: Paying teens $125 to study reproductive health

Bristol program funded by State of Vermont with federal funds

A Bristol not-for-profit will pay adolescents $125 with taxpayer dollars for completing a sex education program in Bristol during Thanksgiving Week.

Students are being enticed with a $125 cash stipend upon completion of a course that teaches, “safe and informed adolescent sexual and reproductive health” through the Bristol Teen Hub and Skatepark located near Mount Abraham Union Middle-High School in Bristol.  “The Hub,” as it is called locally, serves as an after school gathering place for youth ages 12 – 19.

According to a flyer posted in schools, the program, “Personal Responsibility Education Program (PREP),” is “LGBTQ inclusive” and covers topics such as gender identity and expression, sexual orientation spectrum, contraception, and safe sex practices for the prevention of Sexually Transmitted Infections (STI’s) and HIV/AIDS: the details of which are taught through what are described as fun, engaging activities.

The PREP workshop  is sponsored by  Vermont Afterschool, a 501c(3), which is funded in part by the Vermont Departments of Health, Mental Health, and Education, the Department of Children and Families (DCF), and the State Treasurer’s Office. In other words, taxpayers are funding this program.

Taylor Welch-Plante, Director of the Hub, who has experience in social work, is teaching the two-day workshop during the Thanksgiving school break.

According to Welch-Plante, the curriculum is, “Making Proud Choices” which can be purchased through the organization Education Training Research (ETR), a non-profit that specializes in youth health education. The page on the ETR website that is supposed to list ETR funders does not list them.

The $125 cash stipend is provided through federal dollars designated to the Vermont Department of Health.

Welch-Plante stated that parental consent is needed, and that parents can sign up their students through the Bristol Recreation Department. Can students create a bogus account and sign up for the class without their parents’ knowledge? Possibly.

The “Making Proud Choices! (MPC)” Summary Sheet claims that the program stresses delaying sex until a later age and does not encourage sexual activity. The claimed intent is to reduce STI and pregnancy risk through, “a series of fun and interactive learning experiences” such as, “activities designed to increase comfort and build skills in condom use and negotiation.” MPC curriculum includes video clips, games, brainstorming, and role-playing. “Each activity lasts only a brief time and involves adolescents getting out of their seats and interacting with each other,” the ETR website states.

“The Hub” frames minors ages 12 – 19 as “young adults”. These are adolescents and teens, not young adults, and as such lack the maturity to understand the mental, emotional, and physical consequences of early and extra-marital sexual activity.

Sexual activity among 12-15 years olds, part of this demographic, violates Vermont’s consent law. Under state law, adolescents aged 12 -15 cannot consent to sex.

This sex ed program may be a work-around of Trump’s Executive Order, “Ending Radical Indoctrination in K-12 Schooling”, under which the Federal Administration intends to withhold federal funds from public schools who are indoctrinating students with gender ideology and violating parents’ rights to access curriculum under the Family Educational Rights and Privacy Act (FERPA). The Bristol Hub is a non-profit and the program will be held during the Thanksgiving Week vacation.

  1. This is not love, it is teaching lust. This is quite dark at best.

    Where are the leaders of the Christian community?
    Where are the priests, the pastors, the Christians in Vermont?

    This violates basic biology, nature, anthropology, science, and God’s will.
    It is not healthy, nor responsible for children to get pregnant at 12 or father children at 12…..they will say oh, but it’s safe sex!…..

    Planned Parenthood, states, that 50% of the births in Vermont are unplanned, and they have not moved this statistic for decades, which of course they don’t really want to change. Think about it, they would go out of business should the public have 100% planned families. Oh shudder the thought.

    This is criminal. If I as a man, baby sat children and read, discussed these things with 12 years old, I would be rightfully jailed, for lewd and accused of grooming children for sexual abuse. The same should happen with those in this organization.

    What are the leaders in Vermont saying about this?
    Oh, they will speak out about whom to vote for…
    Oh, they will speak out about getting vaxxed or losing your job…
    Oh, they will speak out about getting your subsidized solar panel…
    Oh, they will line their pockets keeping people poor and destitute..

    But who in any party is speaking out about teaching our children lust and calling it love? Are any talking about God’s plan and how perfect it is?

  2. Will they be showing videos of interfamilial sex? You know, sex between step brother and sister? Between step mother and son? Between step father and daughter. This became all consuming immediately during the lock down, suddenly everyone across the world wanted interfamilial sex videos…..prominant and dominant across the web?

    There is some dark evil sh** going on the internet and behind the scenes. Why is NOBODY talking about this?

    We need to tax the crap out of this, at best very base entertainment, it’s not healthy.
    But our politicians want it to expand and be unfettered, on every smart phone, on every computer….why, why, why????????

    What are the goals of subverting a country?
    Whom is Rules for Radicals dedicated?

    We need to change our direction…

  3. Oh my god, confiscating my money to pay for this. And another property value increase and 10% tax increase. In the liberal mind, are they going to have courses studying how animals have a reproduction means and how.

  4. My suggestion is send this to the DOJ, post it on X and Meta, forward to all conservative social media influencers, and watch it go viral in 24 hours. Stir up the hornets and watch the buzzing and stings ensue in haste. They are so proud and embloldened, shine red hot spotlight on this cultural rot. Help them receive all the attention they so crave and deserve.

  6. This is such great news! We know that the more educated kids are on sexual topics, the healthier they are. States that refuse to educated kids have higher teen pregnancy rates, higher suicide rates in that demographic, and long term outcomes that are poorer than educated states. Teaching kids about options from birth control to abstinence in an inclusive setting is exactly why the EU doesn’t have half the issues the US has.       How about parents step up and do their job in raising their own children, it’s NOT the governments nor the states or schools to educate children on sexual topics.
      I’m not supplying “research”, just common sense.

    • Jamie, here is a link to an article I think should be helpful regarding the research you’ve requested. This article is one in a four-part series of articles which provide comprehensive research, refuting some of the specious claims you make in your comments.

      Of course, educating children at age appropriate levels about sex, anatomy, puberty, and reproduction is normal and necessary, but it is imperative to know:

      1.) Exactly who it is teaching it. Parents ought to be the primary providers of this education for their children. Unfortunately, because of such withering attacks on marriage and the family for the past generation, dysfunctional family environments and dynamics can make this extremely challenging. As a result, schools now often seek to increasingly take up the slack and try to provide much of the education and nurturing for children which for millennia has been the norm for parents to provide.

      2.) Exactly how they are teaching it. The more things schools try to provide in addition to the three Rs, the more diffuse and less effective they will be at doing this. Furthermore, the opportunities for input from a greater variety of sources—several of whom do not truly have the best interests of children at heart, but are motivated more by lucrative concerns and inculcation of their own social agendas—create a “too many cooks spoil the broth” scenario which creates a moral vacuum (or an immoral or amoral framework) which perniciously divorces sex from the sacred parameters for which God designed it.

      One last thing to ponder here before checking out the link(s) I have provided: If, in fact, after an entire generation of the agendas of Planned Parenthood and SIECUS informing the sex education of our children, and their ostensibly reaping the sexually healthy benefits and attitudes you claim have improved their lives, how is it possible that Planned Parenthood reported a record high number of abortions—402,000–last year? And that number is only the number of abortions reported by Planned Parenthood. In fact, the total number is around one million when we include abortions committed by other providers, and those committed now with the prevalence of the chemical abortion pill, the numbers of which may never be truly known. Wouldn’t we conclude that with decreased premarital sexual activity, or at least the purported efficacy of birth control during sexual activity, we would see less teen pregnancy and less abortions?

  7. I am not in favor of enticing the “youngsters” with $$, but I do think that there is a need for like programs for them. Sadly, there is a need because way too many youngsters (I am not saying teens because it starts earlier. I am NOT indicating young children). I understand that some of you may not be aware of the need, but you may if you do some research of issues, ie. underage pregnancies as well as sexual transmitted diseases.
    I hope I am not offending anyone, but I felt the need to share.
