The Vermont House yesterday gave initial approval to S.28, which supporters say protects women seeking abortions from inaccurate advertising and opponents say muzzles the pro-life pregnancy clinics.
Today, as Christians celebrate Good Friday, the House will vote on a bill that also would protect abortion providers from any legal and regulatory consequences.
The bill, “access to certain legally protected health care services,” has been approved by the Senate and now goes to Gov. Phil Scott for his signature. It empowers the Attorney General to take action against pregnancy resource clinics and other health care providers for advertising with a ‘tendency to misinform.’ It also shields Advanced Practice Registered Nurses from legal, regulatory and professional conduct discipline in connection with prescribing abortion medications.
A spokesperson for Vermont Right to Life said that with the state’s health care system in financial distress, the bill reflects the Legislature’s misplaced priorities.
“Passage of S. 28 is further evidence that the majority in the legislature will consistently prioritize abortion, transgender drugs and surgeries, and extending those services to other states, rather than solving the serious issues that face Vermont.” stated Sharon F. Toborg, policy analyst, Vermont Right to Life.
“As we predicted, passage of Article 22, the amendment enshrining personal reproductive autonomy into the Vermont Constitution, has created a two-tier health care system where certain services, so-called reproductive and gender affirming services, are termed “legally protected” while vital health care procedures are not,” continued Toborg.
Some Vermont health care providers note with concern that the bill expands the advertising restrictions to all other controversial medical procedures, including vaccination.
According to Speaker of the House Jill Krowinski, a former Planned Parenthood lobbyist and vice-president, “the bill strengthens legal protections for Vermont individuals and providers in accessing and providing reproductive health care and gender-affirming care. It clarifies and expands Vermont’s Shield Laws and sets new standards to combat misinformation and interference with legally protected health care activity.
Planned Parenthood is the state’s leading provider of abortions and a leading provider of transgender services.
“People deserve to have access to reproductive and gender-affirming care without fear of retribution or interference. Now is our time to use all the tools at our disposal to ensure that Vermonters are protected, Krowinski said.
According to Krowinski, S.28:
- Extends protections to people who helped others access reproductive or gender-affirming care in states where it was legal, even if those acts are now being targeted elsewhere.
- Bars professional discipline against Vermont-licensed providers for delivering or assisting with legally protected health care.
- Prevents Vermont agencies and employees from cooperating with out-of-state investigations targeting reproductive or gender-affirming care if that care is legal in Vermont.
- Grants enforcement authority to the Attorney General to act against misleading advertising or information that harms patient autonomy.
- Prevents the release of sensitive medical data related to legally protected health care services, including by pharmacies and insurers, unless narrowly permitted by law.
- Reinforces Vermont’s commitment to bodily autonomy, accurate health information, and access to care, despite national legal uncertainty.
- Intends to shield Vermont patients and providers from political and legal threats originating from other states.
The bill passed on a roll call vote of 97-43, with some Republicans voting yes. Here’s the roll call:

Rep. Tom Charlton of Chester was one of two Republicans who explained their ‘no’ vote. Charlton, who is a Christian pastor, said: “I vote no, knowing fully well that the bill is going to pass and that protections will remain in place. I also speak as a reminder that some cannot speak for themselves and that not all decisions are in our jurisdiction.”
Rep. Mari Cordes of Bristol explained her yes vote: “I care about the safety and well-being of medical professionals – indeed some of whom helped draft this bill. They are committed to high standards of care and must be protected.”

This is such a tough issue for me. i want to rely on mothers to decide. D Morrisseau
They did decide. In over 99 percent of all scenarios. First they decided to have sex. Next they decided to use no birth control. Finally, they are deciding not to opt for giving their own flesh and blood child a life via adoption. Lots of decisions. Murder is NEVER warranted. Neither is it a “right” under the Constitution.
It took two to tango and it should be a decision by both of them. Of course, there are cases of rape (extremely low percentage) where the father of the child should not be in the picture, but it is still a child and can be given up for adoption.
Call in or write to Gov. Scott to veto this bill!! This is sheer insanity. Abortion kills a child and harms the mother in ways that are not seen sometimes and not talked about.
Very disappointed in republicans who supported this bill.

Thank you to the Republicans who had the courage to vote nay on this outrageous bill.
Didn’t they already have a “shield” bill? Is this a shield bill to protect their shield bill? What are they so desperately afraid of? That clients of PRCs would be given life-affirming options to recognize the humanity of their preborn children? That they might receive free services, resources, education, hope, and compassionate help? That they might be told the truth about the gruesome violence and brutality abortion is and does to babies, moms, and dads? That they might be presented all the possible options available to them, empowering them to truly make an informed choice and sparing them from a lifetime of physical, emotional, psychological, and spiritual damage, regret, and pain?
The fact that they would seek to prevent women who change their mind after taking the first abortion pill from obtaining progesterone to then save their preborn child is completely antithetical to their own Article 22.
The hypocrisy and gaslighting by the Dem/Prog Left as they cry bloody murder about what the Trump administration is doing is staggering.
Make no mistake, they purposely approved such an Act on Good Friday. They chose such an Act of abomination to stove into the faces of Christians and to mock God. Oh what entangled webs they weave with their witchcraft practices to deceive, thieve, and destroy. By all appearances, they throw down the gauntlet, slap many faces with a bloody glove, and draw the battle line with the blood of innocents. Has anyone seen the number of ritual sacrifices taking place all around the nation this Holy of weeks? The body count grows expedtionally each passing day regardless. The warnings and signs are everywhere. Their symbolism thrust into our faces and their lawfare warfare an anchor (yoke) affixed to our necks. Free will to take heed or roll over.

What these evildoers are actually engaging in however is not mocking FAITH or God on that holiest of Holy days but instead sealing their own FATES for eternity as they ignore the ever-growing scientific presence of God and enable the murder of innocents with diabolic intent.
The Biblical, historic texts which studied, learned doctors of archeology, physics, theology, etc. all have provided a plethora of empirical, evidentiary proof of His existence spanning past centuries and now into contemporary times that include public & private revelations.
The veritable antichrists of the leftist movement in VT adore “choices” – and they are making their own in actively and deliberately choosing their place in eternity in opposing God and effecting evil. It IS their free will. However, it is NOT the free will of the innocents who are having their own lives taken from them.
There’s a special place in hell for any nurse that provides gender affirming drugs, procedures to adolescents, they’ll meet their fate.

So sorry, but it was you, in fact, who two years ago who not once but twice, threatened to come to my home as can be confirmed within the annals of the VDC online. One reaps what one sows. You engage me and others in a combative manner, lose your stance as your argument and comments are inevitably weak, nonsensical, or so sardonic, they are oft ludicrous. And faith in God is a treasure for the lonely, for the downtrodden and the tired as much as it is for the successful, the active, and the tireless. It is why my church was filled beyond capacity today & why Bible sales increased over the last couple of years by over 22% compared to past decades with Gen Z leading the pack. And to reiterate relentlessly – Christianity is increasing worldwide with an annual growth rate of 1.25% with Asia & Africa’s Christian populace leading that trend. The global Catholic faith alone is likewise increasing & has hit 1.4 billion followers. Perhaps attempt to utilize some variation of that aforementioned scientific method from this point forward lest “disinformation” becomes dispersed. Oh, and Happy Easter all!
