‘Not so fast,’ Scott says of GWSA CO2 reduction timelines

Meeting targeted emissions deadlines would exacerbate other crises, governor warns

Gov. Phil Scott – armed and ready post-election with renewed veto power – stated yesterday he wants the Legislature to extend the mandated carbon reduction deadlines in the Global Warming Solutions Act. 

At the governor’s weekly press conference, a Seven Days reporter asked Scott if Vermont would pull out of the Paris Climate Accords, and more generally about the future of Vermont’s own carbon reduction efforts. 

GWSA supporters say Vermont must do its part to reduce global emissions in the face of the existential threat of rising seas and extreme weather, and that Vermont’s firm stand will help lead the rest of the country, and the world, to take similar action.

Scott’s answer to the reporter (see YouTube video at 32:03 mark) was consistent with past statements, and at odds with the Legislature’s ‘top priority’ focus on Vermont carbon emissions reduction. 

It also showed that in Scott’s mind, global warming is just one crisis among many plaguing the Green Mountain State. He replied that he hasn’t pulled his support for the Paris Accords, but that he and other New England governors now believe the regional pace towards carbon reductions is too fast. 

Some Republican legislators are believed to be ready to re-introduce a total repeal of the GWSA, which Scott unsuccessfully vetoed the governor isn’t ready – at least not yet – to go that far. It is unclear whether Democrats will press forward with implementation of the Clean Heat Standard, the carbon-taxing scheme to meet carbon reduction goals by transitioning heating systems away from fossil fuels and to electricity. A report published this fall showed that meeting the timelines would raise heating fuel costs by as much as $4/gallon.

Instead, Scott said he recommends the Legislature ‘tweak’ the Global Warming Solutions Act, including its mandate of 80% less carbon emissions by 2050 and the controversial clause allowing the State to be sued if the goals aren’t met. He said he’s okay with keeping the GWSA, but wants to see longer timelines for meeting the 2050 emissions goal and the intermediate goals as well. 

And Scott advised the reporter to re-read his concerns in the veto letter (see pg. 7086 in Sept. 19, 2020 Senate Journal.)

More broadly, Scott said crises abound. Vermont can’t afford the economic or social cost of the aggressive carbon emissions mandates. As seen in the video, Scott laid out his argument for more incremental progress on carbon reduction:

“I think we all want to be successful. We want to be able to attain those milestones and not break the bank. We have a lot of crises on our hands. Housing, affordability, we have a demographic crisis. I mean, we have a lot of crises we’re facing at the same time and our climate is one of them. 

“But at the same time, we have to pick and choose. We can’t have all of them be our focus, because we won’t we won’t be able to solve any of them, if we do that.

“I think there are ways, and we’ll be talking about that again with the Legislature, but I think there are ways to make the [climate] goals more attainable and more cost effective in the long run.”

Later in the press conference, Scott raised yet another Vermont crisis – public safety. Once among the safest states in the union, Vermont has seen an uptick in violent crime and theft, much of it related to the metastasizing fentanyl epidemic and illegal drug trafficking. 

Scott pledged that he will work with the Legislature to make progress on all of the above-named crises.

  2. No matter what Governor Scott says about timelines & the GWSA, the Climate Agenda is a scam, a political tool. It has been used to brainwash so many people and children with the aid of the compliant, complicit main stream media, State officials, Federal Officials, Bureaucrats, Lobbyists, Other countries, non-profits, for-profits, Schools, Colleges, Professors, Teachers, all the so-called Education Departments, so-called Nature Departments, etc. These institutions are all tied-in together and they are using our taxpayer money against the people in their states and America. The conclusion of the Climate Agenda is to weaken America as a sovereign country. It is one of the tools being used to do so. The whole world runs on oil. Every developed country requires oil to maintain a high standard of living, produce goods, create jobs, have a prosperous functioning society, safe borders, defense, etc. Not having and producing base power, which is oil, makes a country weak and a vassal state. Look at the third world countries, they are denied base power (deeper question – denied by whom? Answer, the Globalists). These third world countries have been and are currently used and abused; the people suffer greatly. It’s time to take the veil off and see what’s been going on for many decades. Today, in real-time, Governor Scott along with the other members of the U.S. Climate Alliance https://usclimatealliance.org/members/ (“U.S.” should not be used as part of the title as there is nothing official about it, in my opinion, as it’s a bunch of Governors superseding the Constitution and the will of the people), know that there is a correction coming, a storm is looming, when the subsidies of our taxpayer money is cut-off and all is exposed. When the money dries-up and all is uncovered, there will be no more GWSA, the fake political tool will be exposed for what it really is. In my opinion, Vermont is heavily into government institutions, government jobs vs. a business climate mind-set, I would assume Vermont to see a really big change when lots of Federal money dries-up. Hang on to your hats!

    • When Trump ends the green new scam and stops the weather control (chemtrails) this should all dry up unless our corrupt progressive legislature wants to keep it going.

  3. They need to drop this nonsense with EV cars. It takes 10 years to reach 0 impact from the pollution caused by mining and making these batteries and disposal is another issue. Politicians need to fact check instead of just saying what their party and donors want.

  4. What info does the Guv have that would lead him or anyone to extend this can of worms to any given date beyond where we are now? Just repeal the damned thing and force the Globalists to produce the documentation that we either are on the right track or we are not. All of my 84 years on this planet, there have been cases of scamming, graft, corruption, lying, stealing, fraud with intent to harm, stealing public funds, and all the other nonsense too numerous to mention here. So, this GWSA is in this list of descriptions somewhere, Scott implies.Where, I ask? I believe along with many others it is a money tube for someone and that is the goal for them. And that money is coming from us who have entrusted these thugs, so it is time to quit. NO MORE!!!

    • Why are they not forcing China to clean up their environmental act, rather than beating on us? Answer: Because our people in the Legislature and elsewhere are making it easy for they who scoff up the cash and enough of it so they do not need to bother China.
      Now isn’t that something to behold?

  5. Governor Scott only needs to revisit his veto messages to understand what has to happen to the Big Three – GWSA, CHS, 100% Renewable (unreliable) by 2030. Repeal, repeal, repeal.

    Scientists that are NOT on the side of the climate alarmists have been prohibited a place at the table. Furthermore, and to make matters worse, The Co2 coalition explains how our government run schools do not teach the scientific method as part of the science curriculum. This method of questions, observations, gathering information, creating hypotheses, making predictions, evaluating, analyzing results, drawing conclusions, sharing learned information and deciding what to do next, has been replaced by computer models which are not allowed to be challenged. The world is also expected to believe these conclusions as well. END OF STORY.

    While alternative energy sources are a wonderful thing to work on for the future, until we listen to both sides concerning Co2, (which is actually a very good thing for the world), and the use of fossil fuels, our government leaders are going to continue to take us down this costly, unnecessary road of fear.

    It Continues to allow the Rabid Climatards to Romp and Nash their Fangs while the public wakes up to the facts , that they are a cult with mediocre minds .
    Governor Scott knows Vermont has Controlled media and information flow .

    Ultimately this strategy will be good for Moderate Republicans, who don’t blurt out the truth to deaf ears before it’s widely known .

  8. Governor Wind Sock would rather keep playing patty cake with the globalists and brainwashed climate activists. I wonder what blackmail is being held over his head and by whom? China? Perhaps his stock portfolio and bank balance is the incentive to keep playing the game. No honor among thieves.

    His buddy, Doug Burgum, nominated for Interior Secretary. The jury seems conflicted. Some celebrating saying he’s good for “US energy dominance,” while others are saying he’s a technocrat globalist. Rumor going around he spilled and sold some secrets to China to boost his sizable bank balance. Maybe he let his buddy Phil in on the grift. Maybe that’s why the CCP was invited to the State House February 2019. Anyone heard from Jimmy Condos?

    Perhaps the buddy system of US Governors and State officials and the off-the-cuff nominations are a set up with a purpose to expose the side hustles, collusion, and sedition. Perhaps the hunters are now the hunted. We shall see. In the meantime, if a tactical nuke, “smart bomb”, or lights go out in a major US city, the climate will indeed change bigly. Many crisises and doom loops playing out to hold the Western financial dam from breaking apart. Carry on and be prepared nonetheless.
