Should non-citizens be allowed to vote in municipal elections?
That’s what’s at stake in the Vermont Supreme Court case Morin v. City of Burlington, an active case before the Vermont Supreme Court.
The case, Morin v. City of Burlington, was originally filed in June 2024 by the Restoring Integrity and Trust in Elections (RITE), a conservative nonprofit.
It represents two U.S. citizen voters and Burlington residents, Michele Morin and Karen Rowell, with attorneys Brady Toensing (lead), Patrick Strawbridge, and James Hasson from Consovoy McCarthy PLLC. Rowell is on the city’s Board of Voter Registration, serving as its lone Republican member.
During October 14 oral arguments, a Supreme Court justice asked Hassan whether the Burlington elections would impact statewide spending and policy. The gist of his answer: local decisions decide statewide taxation. Hear the Q&A here:
The suit targets Burlington’s March 2023 charter amendment, approved by 68% of voters, which permits noncitizen residents over the age of 18 to vote on Town Meeting Day, in city council, mayoral, and school district elections.
Burlington, with 44,000 residents, has about 10% foreign-born population, including refugees and green card holders. The policy applies to roughly 1,500 eligible noncitizens. It covers municipal matters like zoning and budgets but not state or federal elections.
The Vermont legislature approved the charter change, arguing that these elections are primarily local and do not affect statewide policy. The bill was vetoed by Gov. Phil Scott, but in the pre-Nov. 2024 Red Wave days, his veto was overridden.

Burlington Schools are now 50%+ percent minority, that in itself is not bad, it does however, mark a major shift in citizen ship, from other states and countries. So true with 20 million new people who just walked across the border, 50% of whom are on the government dole.
Subversion for those interested….
Don’t fall into the rhetorical trap of referring to minorities in this regard. What is important is that the voters in question are not U.S. citizens, no matter what their ethnic, sexual or racial persuasion. Obviously, they will vote to expand public education because, for a variety of reasons, most non-citizens aren’t paying the property taxes that fund the education system charade. But when they vote, they do, indeed, affect those of us who do pay.
Non citizens (aliens) voting, what a stupid, stupid, stupid, concept ! Will Vladimir Putin be allowed to come here, and vote ? Only an anti-American pinhead would conclude that this concept is acceptable ! Maybe I will go to Canada, or Mexico to vote in their election ! STUPID !
Stupid, Patrick? Not to Vermont’s political elite. This is their bread and butter.

Vermont is the poster of illegal Democrats doing illegal things. They claim they are a sanctuary state until the president starts attacking them. They are hiding illegals and allowing them to vote as well as giving them state benefits which they are not entitled to. Vermont even gives out drivers licenses to illegals. Get rid of the Democrats. Take back Vermont.
That means getting rid of phil scott, who is a turncoat to the republican party and the people in the state of vermont
Vermont needs to get rid of the Democrats that are running it so we can stop illegals from voting, under age voting, illegals receiving benefits, Vermont, claiming it’s a sanctuary state, free housing to illegals with taxpayers money. Take back Vermont. Democrats will be the death of the state and every other state in the nation

Local school budgets are tied to local property taxes are they not? Property taxes based on Act 60 “Under Act 60, high-property-value communities like Burlington saw their tax dollars redistributed to other school districts throughout the state. This led to property tax increases for some residents, even as their local school funding decreased.” “Because Burlington is a gold town, it has a higher homestead tax rate due to its high property values and dense population. The city’s total municipal tax rate is also higher than in many other Vermont towns. ”
Seems to me Burlington property owners allowed themselves to be fleeced and left holding the bag to support their non-citizens and the lower income communities across the State. I wonder if they understand how this works against them: “Average home value: The average home value in Burlington is down about 1.7% over the past year, according to Zillow.” “Median listing price: The median listing home price in Downtown Burlington was down 6.1% year-over-year as of September 2025.”
All the blustering, grandstanding over equity has cost them valuable equity in their property. Oops.
Vermont needs to get rid of the Democrats that are allowing illegal activity in our state. If they are not a registered and legal Vermont resident, they are not allowed to vote. If they are not of 18 years of age, they are not allowed to vote. Get rid of the Democrats and the problems will be solved.
