H.289 ‘shoved down our throats,’ lawmaker says on floor

H.289, the renewable energy standards bill, gained preliminary approval by a 99-39 roll call vote  in the Vermont House yesterday, Wednesday March 20. For more detail and analysis, see two other posts in today’s VDC.

The two comments – one pro, one con – published below catch both the hopes and concerns about the bill’s increased reliance on in-state renewables as the path to 100% elimination of carbon emissions from electricity production. 

Rep. Terri Williams, R-Granby: 

“Madam Speaker, I pray this bill does not pass, but, if it does, those involved must do a muchbetter job of selling this idea to the general public. The perception is that this is being shoved down our throats, and in a very aggressive time frame, and that small businesses (which the Legislature does a very poor job of supporting anyway) will be harmed to the point that many will close. 

“Vermont has the oldest demographic in the country, which equates to fixed incomes. Conservative Vermonters truly believe we cannot financially afford this new idea. 

If you are so sure this is the way to go, you must do better. Most of us are not on board. That doesn’t set well with having the confidence that the Legislature is here to support the great people of our State.” 

Rep. Esme Cole, D-Hartford:

“Madam Speaker, as a small state, Vermont has little control over wars abroad or theshrinking supply of non-renewable resources. Where we CAN claim control, however, is through investment in our own State’s renewable energy generation – the energy system we’ll be leaving to our State’s children. We must not neglect the power we hold to prepare for the inevitable, dramatic increase in demand for electricity nationwide. H.289 specifically requires us to meet more of that demand in-state and keeps that revenue in Vermont. As one of the youngest legislators here, I am voting YES for Vermonters even younger than me. The stakes are incredibly high, and the cost of doing nothing is higher.”

  1. Vermont is being controlled by its progressive supermajority, and they don’t care what their citizens’ concerns are, they have an agenda and that’s all that matters to them……………… you vote these clowns in, so you must like the destruction of the state and your well-being !!

    • Christine, you said: brainwashing young people into fearing a climate disaster. You infer young people are dupes. No, they are our sons and daughters. Some of them are taking to us with reasoned and self researched information about our warming planet. We aren’t listening to them. Else, these comments would be about what can we do to make our children’s future less painful.

      Whatever happens with S.289, electricity costs will go up on low and medium income families and add another lash on those who electrified. We have the wealth to lessen the pain.

      A more efficient grid is paramount. Opting for a hybrid is a much better investment for a vehicle we might leave to our children.

      Weatherization and replacing aged windows is a smart contribution to sons and daughters who might inherit the house.

      Drop the name calling and suspicions about corrupt governments, radical NGOs, lawyers and legislators. You don’t need any of them to build some sustainability into your children’s future. If we don’t, they’ll have to get out of Dodge. And, that has its own drastic side effect.

      Lets GET REAL about how to protect our children from unnecessary, painful adapting to a warmer planet.

    • Mr. McCormick’s reply relies on the assumption that “reasoned and self researched information” is accurate, unbiased and truthful. Current events regarding internet manipulation throw a wrench in that assumption. One of the facts about our environment, not disputed is simply this:
      78% Nitrogen
      21% Oxygen
      0.9% Argon
      0.1% Everything else, of which man-made CO2 is but 3.225% of the 0.1%

      CO2 is a required component of photosynthesis.

    • We see the old guard establishment now placating younger voters with their fake concern over climate change. Empty platitudes to fill up that “big tent” and take 10% off the top of any lawfare warfare that follows. Green Mountain Power is owned by Gaz Metro -a Canadian Energy Corp. We have no control over our own power. We sold it all to a foreign corporation. Green energy – all components made in the Asian Pacific Rim. Looks like the Get Real party has big investments to prop up and protect.

      Seeing Justin Trudeau screaming and yelling “climate change” in Parliament this week and preceeding weeks shows the globlist narrative is failing and they all now have their marching orders! Canadians are being nailed with carbon taxes and the farmers taking the biggest hits of all. We are getting shafted the same exact way – they’ve planned it for decades. The Europeans are making headway by getting rid of the globalist leaders – Ireland PM just resigned. Make no mistake, this fight will turn into a revolution North of the border sooner rather than later. Hope Gaz Metro doesn’t cut the feed!

  6. I wish people would stop blaming Vermonters for voting these idiots in, we are not voting them in, they have been “installed” in these positions. It’s all part of the ONE WORLD GOVERNMENT plan they destroyed VT for a reason this year, the Elites want it. And POS Scott is more then happy to go with the plan, as he has been paid off as well as his Senators and Representatives.   7. Purchase more electricity from Hydro Quebec. It’s clean. It’s renewable. And it costs 1/3rd of what GMP pays for solar and wind power.

  8. The article quotes two legislators. The Democrat named Esme Cole spoke in support of H287 and seems to be saying, while we can’t control foreign wars or nonrenewable energy, we can control the climate of the planet by mandating the use of certain fuels here in our little state. Huh? Esme says Esme is advocating this course of action for “our state’s children.” The Republican points out we have the oldest demographic in the Nation even now, before the legislation has passed or has impacted the economy of the state. What are the chances Esme’s ideas will actually have a positive impact on the state’s economy and bring young, working-aged people who might have children that Esme says will be the beneficiary of the legislation? Perhaps Esme’s children will benefit? I wonder if the other policies advocated by Esme and our legislature encourage the formation of families and the growth of the population. How is that working out here in Vermont? Just wondering.

      Vermont’s demographics published by the VT Joint Fiscal Office in Jan ’23, based on latest census info reported:The 65-to-79 age group saw an increase of about 40,000 from 2010 to 2021. That increase is the largest of any age group and more than double the overall population gain of about 19,600 people. The report gives survival recommendations for the state and it doesn’t include impoverishing the population.

Mr. McCormick, stop with the “Lets Get Real!” My statement was to add historical context to the origins of the resentative’s concerns over “Future Generations.” I didn’t say all children were brainwashed, but a majority of them are. This includes college and now highschool students. My daughter graduated highschool a couple of years ago. I experienced first hand what the school was presenting to children. My daughter was shown a presentation, given by the state equity director, condemning the founding of America, white women who benefit from Affirmative action, George Washington (slave owner) and of course then then president Trump and Melania Trump. Those mean Tweets are a danger to democracy. This was done right before the 2020 election. Then you of course had the endless BLM liberation theology propaganda.

What are the children saying who are the exploited child labor force in the Democratic Republic of the Congo for the mining of cobalt for your batteries in your smart phone and your EV and for your solar array Sir ? Child labor exploitation is a fact across the supply chain for going electric world over. Congrats to you- you say in your own words you can afford it, well how does that make you feel?

  12. I don’t understand why they think we will need all this renewable energy. At the rate things are going in Montpelier, all our residents and businesses will be gone in 10 years. Anyone left living here will be living off the land anyway.

Mr.Mc.Cormick says ” we have the wealth to lessen the pain” who has this wealth, it certainly isn’t me, or my friends and neighbors, we can’t afford electrification of our homes, heat pumps, EVs, Hrbrids, or solar systems, we may be able to upgrade some insulation in our homes, buy better insulating curtains, put plastic over the glass, but with costs continuing to rise on all consumer goods, credit card debt the highest this nation has ever seen. we are struggling to pay for what we have. home taxes will be increasing sharply, inflation will continue as this administration wants to spend trillions more. fuel oil for home heating will increase. where is this wealth you speak of that we can lessen the pain with?

  16. We the People are very good stewards of our environment in Vermont. The government focus should be more focused on state f the art healthcare than low cost healthcare. More focused on economic opportunity than suppression. More focused on “protect and serve” instead of manipulate and control. It is private property not the states.   17. Each day the progressives “accomplish something”, it most like in reality is driving the state treasury and all of the components into insolvency. Billions of $ owed in retirement the state supposedly owns??? How about them apples when the paper holders start calling in the chits?
    What a mess for our grandkids to deal with!!
    I grew up when competence was key to being placed in state govt both elected and appointed. That criteria has been long since discarded. When competence in the VT Senate can be counted on both hands, we’ve got a huge ditch problem and us’ns back here in hinterlands are headed there as this is written.

I’ve never talked with a demo/progressive that ever thought that he/she could be wrong about anything. I’ve also never heard one say, I’m sorry, we were wrong. As voters, you will just have to suffer with their ignorance and/or their possible corruption for personally benefiting from policies designed to make them money on the backs of the people they took an oath to represent under the pains and penalties of perjury. You can thank every voter who supports these legislators for the destruction of Vermont that is about to take place.

    • They refusef to listen to Representative Charles Wilson who recently stepped down. The legislature didn’t care that Vermonters couldn’t feed the world. Trump removed America from multiple United Nations agreements, because he stated that the policies would bankrupt Americans. We are is experiencing this in real time.

  21. I’m all for non carbon energy, but the technology is not there yet to make it inexpensive for all. If a poor person has to send $$$ to update their house , heating, and car, lawn mower etc they just can’t at this point in time. Maybe in 20 years, but 100% is not affordable. If it was, everyone would have an electric car.
