Montpelier, Vt. — Governor Phil Scott today submitted a formal appeal of the denial of Vermont’s request for a federal disaster declaration following the July 10, 2025, storm. A declaration would help communities in Caledonia and Essex counties recover costs for repairing public infrastructure damage caused by rainfall and severe flooding on July 10, 2025.
The Governor’s appeal points to the cost of infrastructure repairs under the Federal Emergency Management Agency requirements as an aggravating factor that should be considered. It further outlines the cumulative economic effect on the state and communities that have seen catastrophic floods in each of the last three years.
“After submitting our disaster declaration request, we learned about more damage that wasn’t included in our initial submission,” said Governor Scott. “This information significantly increases financial burden for repairs which we believe strengthens our appeal.”
The rainstorm on July 10 washed out roads and bridges, causing more than $1 million in damage in the rural town of Sutton alone, as well as significant damage in surrounding communities. Federal assessors identified more than $1.8 million in statewide damages, exceeding the minimum threshold for a Public Assistance disaster declaration.
A federal Major Disaster Declaration unlocks Federal Emergency Management Agency Public Assistance Program funding to reimburse eligible municipalities for 75% of costs, like debris removal, road repairs, public building repairs, and staff overtime responding to and cleaning up after the storm.
The appeal was sent to the Federal Emergency Management Agency, which will review it and then send a recommendation to President Trump, who will approve or deny the request.

In case you are wondering how a state becomes mismanaged, let’s make a list of Minnesota “Current Events” since March 2020:
– Emergency powers given to one person, Tim Walz, leading to over 100 executive orders, passed without votes during Covid 19
– Close all parks, schools, restaurants, gyms, churches, baseball field in a Draconian Lockdown with zero science to back it up
– Mandate masks and social distancing and send kids home to “Distance Learning.”
– Tim Walz institutes a “Snitch Line” so that people can report their neighbors for Covid Infractions
– George Floyd Dies in a very public and controversial setting
– A gathering at 38th and Chicago happens – ONE DAY AFTER George Floyd dies, and there is a lockdown, a curphew, and an active flash flood watch that night.
– The “gathering” escalates into a confrontation with the police after the group marched from 38th and Chicago to The Third Precinct
– The 3rd Precinct was surrendered to rioters
– Riots for 5 days all over the city
– The city burns with almost zero intervention. The police are completely overrun. The people of Minneapolis are warned to stay inside, a curphew is issued and mandated, crime i.e. carjackings and looting, skyrockets
– 5 days later, The National Guard takes over Minneapolis and parts of St. Paul
– Anti-police rhetoric soars; Defund the Police is born
– The fires are blamed on “mysterious out-of-town, white men” who made their way to Lake Street and Minnehaha Ave 🤔
– Restaurants close at an alarming rate.
– A “people tracking app” is launched
– Data from the app is published, there is no correlation between the restaurants that are closing and the restaurants that are spreading Covid
– Data from the Snitch Line is published
– Children continue to “Distance Learn” for almost 2 years
– Even though many states ban transgender surgeries for children, Minnesota continues to operate as a “trans refugee state”
– Boxes of food begin to be send home to ALL families in lieu of school lunch program – no tracking – no discernment
– Teachers strike when they have to go back to school, children sent home again
– New, radical rules passed in the middle of the night via Congress – Trans Refugee Bill, Driver’s License For All, Healthcare For All
– Work from home policies become more permanent, Downtown Minneapolis begins to show signs of failure
– Businesses start to move out of Downtown Minneapolis and Downtown St. Paul
– Crime rates soar
– Homelessness soars
– Restaurants and parking lots either close or become dilapidated
– Government officials deny reality
– 2 DFL Representatives and their families shot for voting against “Heathcare For All” bill – one killed, one injured badly
– CEO of state’s largest company – UHG – shot and killed in NYC
– Government admits only a driver’s license is needed to vote
– Commercial buildings are sold for pennies on the dollar
– Rent Stabilization passes in St. Paul
– Property Taxes SOAR in Minneapolis and St. Paul
– Residents move to the suburbs – exacerbates the problems in the city
– Trans girl wins every single softball championship game in the state of Minnesota
– Chinese police station found on The Midway
– African Warloard found somewhere to be organizing an uprising in Africa from Minnesota
– Massive fraud begins to be uncovered, only local immigrants prosecuted – no charges or prosecutions for government officials in charge of tax dollars
– Money laundering becomes more apparent – hundreds of millions of dollars
– ICE gets attacked by local Minnesota citizens when trying to arrest a human trafficker
– Annunciation School shooting by a Transgender son of retired teacher from the school
– Local immigrant population begin to organize and gain more political power
– Minnesota taxpayers found to be the largest funded of state-sponsored terrorism via Somalia
I think that brings us to where we are at now. I probably forgot some notable ones but these are some big ones.

Well,they mishandled FEMA money by allowing contractor and an out of state NGO to use up so much of it on administrative costs. Shouldn’t that be questioned? Maybe that’s why it was denied .
As a native Vermonter I feel embarrassed that my state can’t help cover this expense without running to the federal government for assistance. I believe in federal disaster assistance but I don’t feel that this event rises to that level.
