Geoengineering ban bill introduced into Vermont House

A bill to prohibit geoengineering and weather modification was introduced Thursday, February 13, in the Vermont House with tri-partisan support.

H.217, an act relating to prohibiting geoengineering, also referred to as the “Vermont Clean Air Preservation Act” defines geoengineering as, “the intentional large-scale alteration or manipulation of the environment involving the release of aerosols, chemicals, chemical compounds, electromagnetic radiation, or other physical agents that increase air pollution and effect changes to the earth’s atmosphere or surface…”

This bill was referred to the House Committee on Environment and has co-sponsor support from fourteen Republicans, three Democrats, and one Independent. There are now at least 26 states with legislation to ban weather modification.

“I have three main goals as a legislator,” said Representative Greg Burtt (R-Caledonia-Washington), the main sponsor of the bill.  “Protect the rights of Vermonters, protect the health of Vermonters, and find ways to help Vermonters thrive. H.217 hits all three. With every legislator that decided to cosponsor, a few sentences explaining that solar radiation modification research has already occurred in our country, and a few more explaining that the US Congress has mandated in a 44 page document that a number of federal agencies begin the work of such research, and they were ready to sign knowing that we can stop this before it starts in our state.”

That 44 page document from Congress mentioned by Burtt is titled, “Congressionally Mandated Research Plan and an Initial Research Governance Framework Related to Solar Radiation Modification” and was introduced by the Biden Administration in June of 2023. 

“This Vermont Bill is comprehensive and most importantly has enforcement which was the problem with the Tennessee bill,” said Alison Despathy of Danville, a supporter of the bill, in reference to the Tennessee Geoengineering bill that was passed last year, but later ran into issues of enforcement. 

A substack post made late last year by Jeff Childers pointed out that “Tennessee’s administrative agencies said the state’s new law was unenforceable, since the federal government has jurisdiction over chemtrails under the 1963 ‘Clean Air Act,’ which now seems pretty badly named. Section 233 provides: ‘No State or political subdivision thereof may adopt or attempt to enforce any standard respecting emissions of any air pollutant from any aircraft or engine thereof unless such standard is identical to a standard applicable to such aircraft under this part.’”

The Clean Air Act gives “right to the skies” to the federal government. This geoengineering bill seeks to do something about that, according to Despathy. 

“We are not trying to prove if geoengineering is happening,” continued Despathy. “We are trying to create a policy for Vermont to ban this ‘research’ and experimentation in order to protect Vermont citizens, environment and resources. If Vermont does not develop a policy on this we will be bound to the federal government‘s plan of ‘research’ and experimentation.” 

The bill outlines the groundwork in which an offender may be held liable for breaking this law by use of local police, State Police and even the Vermont Air National Guard. “This chapter shall be implemented by the State Police and sheriffs, who shall determine whether violations have occurred and, if deemed necessary, shall refer potentially prohibited activity to the Vermont Air National Guard or State Guard. The State Police and the Vermont Air National Guard shall develop a policy to determine the process for referring violations to the National Guard and what the enforcement procedure is.”

In academic circles, some scientists and researchers are actually arguing that weather modification and forms of Geoengineering might actually be a solution to climate change. “A climate experiment involving spraying sea salt particles at the edge of San Francisco Bay to test the viability of future cloud-brightening was recently halted after a pushback by Alameda city officials,”  said a CBS article from July 11 titled “Cloud-brightening experiment halted on San Francisco Bay part of push for solar geoengineering solutions to climate change.” 

Back in November of 2022, Vermont environmentalist Bill Mckibbben wrote an article titled Dimming the Sun to Cool the Planet Is a Desperate Idea, Yet We’re Inching Toward It, where he dances with the idea of Geoengineering as a potential solution to climate change.

A Vermont based ‘geoengineering free’ organization called, Our Geoengineering Age (OGA) argues that geoengineering is not a future potential danger, it is an on-going threat to our environment and is actually one of the driving causes of many of our collective current climate challenges. “Wouldn’t it be nice to live in a world in which humans were not engaging in large scale-modification of nature without telling most of us?,” says Dr. Rob Williams, OGA publisher. “Weather modification has been a reality in the US since the 1940s, and US military and corporate players have upped the ante with large-scale clandestine climate modification experiments during the past several decades.”

Williams went on to explain the major difference between Weather Manipulation and Climate Modification in terms of scale. “Weather manipulation is silver iodide cloud seeding, deployed during the 40s, 50s, and 60s. Climate modification is ‘let’s regularly deploy nanoparticulate metals over the entire west coast of the US without telling anyone, and see if we can modify regional climates.”

Last month Robert Kennedy Jr’s 2024 Presidential running mate Nicole Shananhan shared on her X page a 2018 article authored by OGA team members writing, “‘Chemtrails’ are tagged as a conspiracy theory, but ‘geoengineering, weather modification, atmospheric manipulation, etc’ are the terms used in practice,” wrote Shanahan on X today. “Using the colloquial word ‘chemtrails’ triggers gaslighting. Here’s a published paper in 2018 called ‘California Wildfires: Role of Undisclosed Atmospheric Manipulation and Geoengineering.’”

Back in late summer of last year, newly confirmed Health and Human Services director Robert Kennedy Jr wrote on X in reference to Chemtrails “we are going to stop this crime.”

H.217 must pass through the committee before it is brought to the floor.

  2. Looks like some people have taken the needed steps to stop the chemtrails. This has been going on for many years and the amount of damage is not known. Looks like the cave monkeys are looking up at the sky. Please, do not start another ten year program to study this to keep a group of foolish people pretending to work on it.

  4. Well that is a step in the correct direction. Now, how about a bill outlawing mNRA jabs that are proving to be ineffective and likely deadly as indicated in various studies.
    Several states have passed similar bills.

  5. Unfortunately the military is not subservient to the FAA or State law. Most of these sky chemical experiments are performed and patented by military contractors, so the bill is nothing more than a verbal protest.

    • Sadly that is a good point , but at least it is finally being verbalized. That is great news as it helps to get the ball rolling. We need to keep up this chatter.

  6. Finally!! This is long overdue but we now gratefully see that the harms of cloud-seeding and weather manipulation are coming to light. I live in a rural area and hear these planes flying across my area usually at 4 or 5 am and then after dark. During the day I see the ever-widening, criss-crossing exhaust trails floating across the sky. These are not from regular passenger flights! STOP it!!!!!!!

  7. Yes, thank you to all the representatives that are sponsoring this bill—all of your efforts are greatly appreciated. Thanks to Paul Bean @ VDC for bringing this whole issue of weather manipulation, cloud seeding to make it rain and chem trails that add chemicals like aluminum particles to the atmosphere to dim the sun since the 1940s. Problem is the particles are in your drinking water and in the farmers fields so they end up in your food as well. This isn’t science fiction!!! Hasn’t Bill Gates been associated with these practices of weather manipulation? I hope RFK is truly serious about stopping these practices of weather manipulation and shutdown people like Bill Gates and his efforts to dim the sun as an answer to a warming planet. Who knows what these particles in our bodies are doing to us long term??? Climate change—I’m still not convinced that’s truly happening. As far as seeding clouds to make it rain,
    I’m tired of the floods we’ve seen in the last few years being blamed on climate change when they were most probably man made from cloud seeding to make it rain. 11 inches of rain in a couple of days—and most of the state was involved in the disaster…it has to stop. Glad the representatives have written and sponsored a bill to ban it like Tennessee and I think New Hampshire too.

  8. This past Saturday I visited Mont-peculiar to see how it’s doing. Right at 1 I stood in front of the state capital. Directly to the south a place went by spraying a nice solid chemtrail. At exactly 1 that chemtrail blocked the sun shining on the statehouse.

    Climate change, my butt. They’re spraying the skies with sun blocking sludge.

  11. Um, they’re already doing it. They’ve been doing it. That said, this is a long overdue step in the right direction.

  12. Make certain the committee also explores the HAARP connections with the chemtrails.

    • Please, no more study committees. The information is out there, the patents are public, the soil and water samples are piling up all over the country, the steps other states have taken are available to our legislators. Demand the bill be brought before the chamber and just say NO MORE.
      If our two senators and lone self-described scrappy little dyke representative (https://x.com/RepBeccaB/status/1886946807957049501) are AWOL on this, then we need to work harder at getting rid of them. Maybe with a little more sunlight from DOGE we can see where they all get their support/marching orders and send them packing. God knows it’s not going to come from within our mostly corrupt state government.
