Flood grant portal open

By Scott Waterman, VT Agency of Agriculture, Food & Markets

Governor Phil Scott and the Vermont Department of Economic Development (DED) have announced that the Business Emergency Gap Assistance Program (BEGAP) application portal is now open. BEGAP is a grant program for businesses, nonprofits, landlords, and farms that suffered physical damage from flooding. It is available for properties damaged in 2024.

“As Vermonters continue efforts to recover from the devastating flooding of the last two years, BEGAP has been an important lifeline for our businesses who often are not eligible for federal disaster grants,” said Governor Scott. “I’m pleased we are restarting this program to help more employers receive the necessary support to rebuild, reopen, and bring people back to work.”

“We understand that the challenges faced by our businesses and nonprofits have only intensified with the recent floods,” said DED Commissioner Joan Goldstein. “Our team at DED has been working diligently to relaunch BEGAP and ensure those impacted receive support to rebuild and reopen. While we know this funding won’t make them whole, we are hopeful that it will provide a crucial step towards recovery.”

You are encouraged to visit the Business Emergency Gap Assistance Program page to learn how the program works and what you need to have on hand before beginning the online application process. Eligibility and grant calculations differ depending on several factors.

2024 BEGAP Funding: Applications are due November 15, 2024 for properties affected by the 2024 floods. Grants will cover 30% of net uncovered damages, up to $100,000. Preference will be given to Vermont-based operations, and 10% of funds have been set aside for Black, Indigenous, and Persons of Color applicants.

  1. “10% of funds have been set aside for Black, Indigenous, and Persons of Color applicants.”

Racist and illegal. Supreme court already ruled discrimination is illegal, even “good” discrimination. Why do they get away with breaking the law over and over without consequence?

14th amendment: “nor deny to any person within its jurisdiction the equal protection of the laws.” – That would be a 10% “denial” for multiple persons.

    Grutter v. Bollinger, 539 U.S. 306 (2003)

POC people don’t need to be treated like people that can’t do the same things as non-POC, it’s highly offensive to people of all color to do things like this.

Someone become a lawyer and start suing these idiots.

    • Also this 10% illegal quota system is defamation of character, painting groups of people as born victims and weak people that need special help. Maybe some lawyers can sue for this pain and suffering too.

  2. The Vermont treasurer said millions of Covid kill shot money was given out to groups of people that should not have received it. Did they lie when they applied for the money???? Will this be a crime and will they have to pay back the money???? Could we have the names of these groups please. Thank you.

  3. Question: Where did this money come from and how much is in the fund?

To the fish looking to bite on this line (from the website FAQ) Q: Is a BEGAP funding taxable? A: Yes

If you are a grifter non-profiteer or any color but white – your taxpayer labor funded handout awaits!

“While personal grants are typically non-taxable when used for their intended purposes, business grants often come with tax obligations unless the recipient organization is a 501(c)(3) nonprofit. However, the tax treatment of grants can vary based on the grant’s purpose, usage and specific program regulations.”
