Former Rutland woman charged with exploitation

The Vermont Attorney General’s Office announced that Alysha Devoe, 23, of Charlestown, New Hampshire, formerly of Rutland, was arraigned in Vermont Superior Court, Rutland Criminal Division, on one felony count of use of a child in a sexual performance and one felony count of possession of child sexual abuse material. 

The charges stem from an investigation by the Vermont Internet Crimes Against Children Task Force, which began after a CyberTipline report from the National Center for Missing and Exploited Children alerted authorities to an image uploaded to the social media platform Kik. Investigators executed search warrants and identified Devoe as allegedly involved. 

Devoe pleaded not guilty, and Judge Cortland Corsones ordered a $5,000 unsecured appearance bond along with conditions restricting contact with victims and minors.

Also, law enforcement agencies reported several arrests and a DUI-related crash in St. Johnsbury and East Montpelier over a two-day period, according to Vermont State Police and St. Johnsbury Police Department news releases.

Cruelty to animals – Shortly after midnight on Jan. 15, Vermont State Police arrested a St. Johnsbury man on an outstanding in-state warrant following a traffic stop on Railroad Street. Troopers observed a motor vehicle violation at 12:43 a.m. and stopped the vehicle near 473 Railroad St. A passenger, identified as Cody Heath-Largy, 30, was found to have an active arrest warrant for cruelty to animals—deprivation, first offense. Heath-Largy was taken into custody, processed at the St. Johnsbury Barracks, and later lodged at the Northeast Correctional Complex on $200 bail. 

Domestic assault – In a separate incident early Friday morning, St. Johnsbury Police arrested a 22-year-old man on a domestic assault charge. Officers responded at approximately 12:48 a.m. Jan. 16 to a reported domestic disturbance at an apartment on Summer Street. Police reported that an adult female victim told officers she had been physically restrained and choked during a dispute, causing her to fear for her safety. The accused, Travis Rayburn, 22, of St. Johnsbury, was taken into custody without incident and processed at the police department. He was scheduled to appear in Caledonia County Court later that day.

DUI arrest – Vermont State Police also reported a DUI arrest stemming from a single-vehicle crash in East Montpelier on the afternoon of Jan. 15. Troopers from the Berlin Barracks responded at about 5:30 p.m. to the intersection of Route 14 and Factory Street for a crash involving a 2018 Volkswagen Tiguan operated by Matthew Loignon, 33, of Manchester, New Hampshire. Police said their investigation determined Loignon was operating the vehicle while impaired. He was arrested for driving under the influence and transported to the Berlin Barracks for processing. No injuries were reported, and vehicle damage was described as minimal. Loignon was later released with a citation to appear in Vermont Superior Court, Washington Unit, Criminal Division on Feb. 5, 2026.

All court dates and times are subject to change. Defendants are presumed innocent unless and until proven guilty in court.
