Castleton man faces aggravated stalking case for teen girl

RUTLAND — Vermont State Police say they have new evidence that a Rutland County man arrested on a misdemeanor stalking charge, also was illegally pursuing a separate victim under the age of 16.

Peter A. Pfenning, 63, of Castleton will now face a new, unrelated felony charge of aggravated stalking of the teen when he appears in Vermont Superior Court in Rutland on June 15, state police said.

He has been jailed at the Marble Valley Regional Correctional Facility in Rutland on a charge of violation of probation related to the initial misdemeanor stalking charge in March, state police said.

Detective Sgt. Jesse Robson said the aggravated stalking charge is based on the latest victim being under the age of 16.

The misconduct reportedly happened between the fall of 2025 and into the winter of 2026 in West Rutland and Brandon, Robson said.

State Police detectives and uniform troopers, along with the Vermont Probation & Parole office, conducted a joint investigation in response to a report of an adult male’s suspicious and concerning behavior toward a the young girl.  The investigation determined that Pfenning should be ordered into criminal court next month, Robson said.

Trooper Jon Hall conducted the initial case that led to a misdemeanor stalking charge on Pfenning in March and also netted him a violation of probation count, police said. 

After that case went public in the media, state police identified another possible victim who turned out to be a teen under the age of 16, Robson said.

Hall’s investigation stemmed from a complaint on March 25 that a person believed Pfenning had intentionally followed them, attempting to initiate contact multiple times on multiple occasions, police said. 

The investigation by Hall revealed Pfenning had followed the target, gathered personal information, and attempted to contact her through multiple sources, police said. The investigation further revealed a pattern of stalking between November 2025 and March 2026 in Rutland County, Hall said.
