Burlington sets up free overnight parking for homeless on the waterfront

Households meeting homeless criteria will be able to park up to 12 vehicles overnight on the shores of Lake Champlain under a new pilot project by the city of Burlington.

The homeless families will need to register for one of the dozen spots in the gravel parking lot at Perkins Pier at the end of Maple Street each night from 6 p.m. to 8 a.m.

The city said the pilot program is expected to run Friday night through Aug. 15.

The program is designed to provide safe overnight parking for those that are homeless. The city says it reserves the right to revoke a permit due to problem behavior, threats to safety, destruction of property, theft, illegal behavior and violations of the program rules.

The rules prohibit children from being left unattended for any length of time.

The rules also prohibit illegal substances on the property and will mandate quiet hours from 10 p.m. to 7 a.m. under a city ordinance.

It was unclear who will enforce each of the rules.

The pilot project is in response to families needing a safe place to park overnight after losing hotel rooms designated by the state for the homeless, according to Sarah Russell, Burlington’s special assistant to end homelessness.

She said the proposal has the blessing of Progressive Party Mayor Emma Mulvaney-Stanak and there has been communication with the City Council so members are aware of it.

The project could be brought to a public City Council meeting if there is an effort to extend the pilot project, she said.

Local businesses, including restaurants, law firms, offices and others in the area were caught blindsided by the unpublicized plan.

The city on Tuesday did alert a group of social service agencies, including the HowardCenter, Pathways, Turning Point, Spectrum, COTS, the Community Health Center of Burlington about the parking plan.

Russell said she was unsure what the program would cost Burlington taxpayers.

She said the city will pay for a portable ADA toilet to be installed and maintained. The city also will waive parking fees that it might have collected from the lot, she said. The city also will cover lighting, security cameras and the parking passes for the hours and dates used.

Homeless people must register with Russell and complete an intake form that includes names of the family members, including children. Pets, the vehicle make and model and the name and contact info for the family’s case manager.

The program is first come, first served. People parking in the lot besides 6 p.m. to 8 a.m. will be ticketed and possibly towed, the city said.

    Wow, no idea what it all will cost? Do first, ask questions later….oh and do it all secretly so the neighbors don’t know. What could possibly go wrong?

  5. Aside from the expected poop and syringe problem historically associated with any of the prior Burlington encampments, after the first murder or serious assault occurs, it will prompt Mayor Emma-Hyphen to order a study and put up some kiosks. Problem solved.

    Six out of countless social [dis]service grifter agencies consume lots of money to solve a problem that only get’s worse year over year. One would think consolidating the overlapping, duplicated efforts of these 5013c non-profiteers would be fiscally prudent to serve and solve the issues – but alas, NO. Systemic poverty and hopelessness is big business as well as super territorial – not outta my government subsidized pie! Sad situation, only to get much worse and much more dire. They don’t care – the executives, directors, and board members are making big bank off keeping people down and shoving more out into the streets. The public Trust is the hog trough they all feed from like gluttonous swine – all while attending conferences slugging local wines and wolfing down fine artisan cheeses crafted by their friends and associates – also subsized by grifter grants and favored status.

    • TRUTH! Gotta justify the need for, and whine the loss of, federal dollars to prop up Vermont non-profits that benefit from policies that create and enable the downtrodden. One in five persons in Vermont works for a non-profit, according to our State Treasurer (who serves on the board of Outright Vermont). What a house of cards!

    Meanwhile if we have a struggling family member move an RV onto our own property, we are fined daily and brought to court until it’s removed. This on our own land.

    Does the zoning allow for a campground? Have they the proper permits? See how rules don’t apply to some pigs?

    Zoning would prohibit any person from doing this on their own property.

    How about we allow them to park and stay on our representatives house?

  9. Would like to see Ms. Emma sponsor a few of these folks on her mayoral lawn.

    • The fact they would even attempt this shows for all to see that zoning is to be used against the good people of Vermont and is about power and control of property you are renting from the government via insane property taxes.

      It showed how little people in government know about zoning.

      It showed how little common sense they have.

      It showed how they don’t care about the people at all, they could invite them to their home. Why don’t they?

The usual case of Progressives applying their virtue signaling vs actually caring about those in need to find ways to (a) help them in their time of need and (b) working to address the root cause of these issues for people. Regrettably, the latter approach requires the self important and morally superior Progressive to set us aside their self centered and self important focus. Don’t hold your breath…

  11. For Mayor Emma-Hyphen to unilaterally order this proposal, that seems a bit autocratic, fascist, undemocratic, unconstitutional, oligarchic…you know, what they are saying constantly about President Trump…but, of course, this is progressivism at it’s finest, so…never mind.
