Bill with safe injection site $$, Muzzle bill become law

Gov. Phil Scott on May 13 signed into law several bills, including funding for the so-called safe injection site (SIS) pilot in Burlington that he vetoed last year.

The $1.1 million for the Burlington SIS site is included in H.218, an Opioid Abatement Settlement Fund bill that allocates sums to about 20 other programs aimed at substance abuse.

The planned SIS law will prevent any police action on-site and has no age limits on who may possess and consume illegal drugs there.

The Senate passing H.218 prompted a stern online comment from Sen. Russ Ingalls (R-Essex.) 

 “You reap what you sow,” Ingalls said. “Now they are putting in a drug house that allows anyone of any age to legally use drugs that are legal no where in the world. Not only that, but while you are in this area police are forbidden from arresting anyone who possesses. So dealers can sell at will to the people who are going to legally shoot up.”

Also, on the same day that Vermont pro-life groups held a Pro-Life Day at the Vermont State House, Scott signed into law S.28, the so-called Muzzle Bill which allows the Attorney General to fine pregnancy resource centers and other health care providers for advertising information the AG believes is misleading. 

Governor Scott signed bills of the following titles:

  • H.13, Medicaid payment rates for community-based service providers
  • H.96, increasing the monetary thresholds for certificates of need
  • H.206, the Uniform Commercial Code
  • H.218, fiscal year 2026 appropriations from the Opioid Abatement Special Fund
  • H.463, technical corrections for the 2025 legislative session
  • S.18, licensure of freestanding birth centers
  • S.28, access to certain legally protected health care services.

  1. EVs: Cold weather decreases battery life, shortens distance a vehicle can travel before recharging and lengthens charging. Theses factors dramatically increase cost of ownership. That’s because lithium batteries are inefficient providers of energy in cold weather. Duh.

  2. So sad to see S28 signed by Scott. A “solution” in search of a “problem “ .

    • I agree Frank. I am very upset that he signed it, esp. because of the potential issues and side effects, of the “abortion pill” that can be prescribed on-line. I sent a message to him specifically about that issue and begged him to please research it. There were some very good professional testimonies, but I guess they all chose to overlook that information.

  3. Safe injection sight. One point one million dollars. No police action. No age limits. Welcome to Burlington Vermont as we welcome all tourists in need of a wonderful relaxing drug overdose. Now, what could go wrong??????

    • I would prefer some good old-fashioned Darwinism…self-directed extermination. Maybe all recreational opioid use should be legal, while narcan is strictly prohibited?

  5. Oh yes and the VTGop said we all need to come together and support Scott and Rodger’s, they are the answer to Vermonts issues.

    Here’s your safe injection site, for your 12 year old.
    Here’s the license to censor the truth about pregnancy.

    On just these two items alone they have shown themselves infighting for office and traitors to the constitution.

    They are puppets for the deep state, uniparty.

  6. I read as many of the approved bills listed above as I’ve had time to with such short notice. They are complex and convoluted, often making little sense. But in my reading, so far at least, not one bill articulates Vermont’s constitutional directive, including the admonishment specified in Article 9. that “….previous to any law being made to raise a tax, the purpose for which it is to be raised ought to appear evident to the Legislature to be of more service to community than the money would be if not collected.”

    There is clearly a disconnect between our founder’s intent for a limited government and the modern consensus that the omnipotent moral busybodies in our legislature and executive branches can possibly understand the extent of nuanced free enterprise.

    Indeed, as C. S. Lewis opined: “…those who torment us for our own good will torment us without end for they do so with the approval of their own conscience.”

  7. Leaving that moonbat Attorney General to decide what is “misleading” information regarding pregnancy and parenthood is a disgrace. While typically a supporter of the Governor, his signature on S28 is shameful.

  8. There are 33 Titles under Vermont Statutes, Court Rules and Adminstrative Code. Within those 33 Titles contain volumous chapters, subchapters and executive orders. A massive collection of words that gather dust, reflect a space in time, and cost inordinate amounts of time, resources and energy. A select few know what all those words mean. Many of us know we suffer the conseqences and know it dings our wallets with impunity, year over bloody Hell year. Otherwise, it is all Acts of enormity – it is all over-reach and overkill.

    A literal paper tiger tower (Babel) of lawfare warfare against the People and the Republic of Vermont. They paper over our Lives, our Liberty and our pursuits for happiness. There is no honor among thieves. A den of vipers indeed. The “public” corporations establsihed in this land are fraudulent and are treason. For all deeds done dirty, insolvency and implosion comes in the wake – a tsumani formed over a century of willful and knowing deceit, manipulation, and betrayal of the public Trust.

    The first base has been established in Burlington, the rest of the state will be 2nd, 3rd and the total HOME plate areas, towns will get on board. Did funds from Federal money finance this monstrous utopia? It’s created an increase business for manufacture of the needles. There’s a manufacturer in Moultonboro NH that makes the metal needles. Another manufacturer makes the plastic tubes, and another assembles the components. Then there’s the packaging. his is the behind the scene manufactures and VT made it possible.

  10. STUPID IS WHAT STUPID DOES!!! Law enforcement across the country is fighting to stop illegal drug trafficking and here we are in beautiful Vermont promoting it and the police are barred from intervening. Crime in Vermont is based mainly on the drug usage and trafficking enterprise. So our lawmakers are now complicit in promoting it.

    I can only assume that our ultra liberal nut cases in Montpelier are themselves planning on partaking in this STUPID enterprise.

    Shame on you all!!

  11. A safe injection site may be a great idea. Police stay away can apply only to local and state. Doing illegal drugs is a federal crime. Let the dealers set up shop and then bust them, along with the users. Federal crime,federal officers, federal judges.

  12. I’m sickened that Phil Scott signed S.28.

    All this talk about helping “the most vulnerable among us” is a bunch of hot air blather and poppycock when you intentionally muzzle and criminalize those who are actually on the front lines and trenches—the courageous and compassionate staff and volunteers at the ten PRCs that serve all those facing pregnancy decisions, not the least of whom are the defenseless and voiceless preborn babies scheduled to be violently killed, and their moms who are lied to by Banned Parenthood—truly offering hope and help and resources and so much more, all free, to the most vulnerable among us.

    Absolutely shameful, Phil Scott. You didn’t even respond to the several emails and letters my wife and I sent you. But you cowed to the deceived and demonic agenda of Charity (NOT) Clark.

    History will find you on the wrong side when you could have used your influence, authority, and power to do good and right and stand up and speak up for those who can’t. And now you signed the death warrant to muzzle those who actually do.

    Shame on you, Phil Scott.

  13. S.28 is a huge mistake.
    Concerning gender dysphoria, HHS put out a report, May 1 2025, on pediatric gender dysphoria and it is clear that much research needs to be done.
    Non of the drugs that Scott is allowing children to receive are proven safe. Some are not even FDA approved. Finland, Sweden and England have stopped these drugs for minors and are treating GD with psycho and psychosocial therapies. Only in very rare instances and after extensive care are they allowing any medicalization of children with an actual diagnosis of GD.

    Sweden has even gone so far as to require counseling with parents and family members to get a good picture of what exactly is going on with the child. (I think Scott ought to have his head examined as well.)

    Pediatric gender dysphoria is extremely rare and understudied. There are too many unknowns to allow what is being done to our children as they go through puberty and develop into an adult. The normal ups and downs we all went through during this stage of growth, is now an extremely dangerous place for children to be. Specialists are there waiting to drug and mutilate our youth to a point of no return with heinous results and a life time of hormone therapy, pain, and suffering.
