Bill prioritizes minorities and illegal immigrants for flood reimbursement

Legislators are looking to reimburse municipal governments who invested public money to help businesses or other entities that were impacted by the flood. A component of bill introduced this week is to prioritize financial resources based on the race and immigration status of the business owners. 

H.723 states: “The Agency shall develop criteria for awards under this section, including priority eligibility for businesses owned by persons of color and indigenous peoples and businesses owned by new Americans. U.S. citizenship shall not be a requirement for eligibility under the program.”

The bill was introduced by Rep. Jonathan Williams (D-Barre City) and has many co-sponsors, including at least one Republican. It was introduced Jan. 10 and is now in the House Committee on Environment and Energy.

A trend in Vermont

This is not the first time that lawmakers have considered legislation that prioritizes resources based on race. An April 2021 True North Reports story, “New bill would prioritize land and home ownership by skin color, other identities,” detailed how at the time they were considering distributing housing assistance funds by “prioritize opportunities for land and home ownership based primarily on an individual’s skin color.”

The practice of distributing resources may violate the Civil Rights Act of 1963.

President John F. Kennedy said in 1963: “Simple justice requires that public funds, to which all taxpayers of all races [colors, and national origins] contribute, not be spent in any fashion which encourages, entrenches, subsidizes or results in racial [color or national origin] discrimination.”

$85 million up for grabs

H723 includes $85 million in funding. To be eligible for this money, certain qualifications must be met.

The bill states, “As used in this subsection, “eligible property” means property lost or destroyed due directly or indirectly to severe storms and flooding in an area that was declared a federal disaster between July 1, 2023, and October 15, 2023.”

Specific requirements include 50% or more loss to the property’s main structure, the loss of use of the building, and/or the loss of working utilities in the building for at least 60 days, or if there is state condemnation of the property.

Part of the bill includes the creation of the Flood Recovery Assistance Program tasked with distributing these funds.

The bill states that the program shall “provide financial assistance to nonprofit and for-profit businesses in the State that suffered losses due to the 2023 floods. Assistance under the program shall be available for all of the following when related to losses due to the 2023 flooding.”

A study

Another component of the bill would study how to manage rivers and floodplains for future flood mitigation.

The bill states, “In addition to other funds appropriated to the Agency of Natural Resources in fiscal year 2025, $500,000 is appropriated from the General Fund to the Agency to contract with the University of Vermont or other qualified contractor for the purpose of identifying the amount and location of floodplain in the Winooski River watershed that should be acquired or conserved in order to protect communities in the watershed from recurring flood events.”

Controversies in other states

Vermont is not the only state to put illegal aliens ahead of its citizens. A public school in New York City is kicking out its students to house illegal immigrants, meaning the students will have to return to remote learning as they were during the COVID-19-related lockdowns.

Libs of Tic Tok wrote on X, “Buses are now pulling up to @JMHSBklyn and dropping off illegals. School is closed tomorrow because illegals will be sleeping in the school’s gym. This is disgraceful! NYC is prioritizing illegals over Americans.”

  2. Can we just call this proposal what it is?…RACISM. There is far too much unhealthy race obsession going on in the legislative body of the state that used to be a republic which embodied a prohibition on slavery in it’s founding Constitution. This is simply cheap virtue signaling, not unlike the declarations of sanctuary status during the Trump Presidency, that have come back to bite those jurisdictions in the hiney.

    • I have enough trouble getting the people in Vermont to just accept me as me and now you (the legislators) are giving people another BS reason to, just by my color , dislike me, have a negative opinion of me or think I am some kind of handout junkie because of the …. can you say it. The discrimination of low expectations.
      As a person who is in both worlds because I am a 1/2 breed, ( white mom , black dad) I am sickened by this.

      BTW when I got my loan for our house we had restrictions that we could not buy a house in a flood plane. How is it that they dropped that requirement.

      So, Vermont is now doing affirmative action ( what the SCOTUS said was unconstitutional) for what I would call unprepared or stupid people…”OF COLOR”. Because remember and think; How many “white “people came across the border and were not “legal”?. I am waiting…..

      This is an attempt to again gain favor in people who will, because of where they come from (the foreigners), they will do as they are told. Not to mention the constant reminders to register to vote and all the other gimmicks, Vote democrat. Because ignorance is to their advantage.
      Remember they are going to offer them illegals citizenship to serve in the military. You know the same people who run around trafficking’s children and sex slaves, stealing , moving drugs and have no real allegiance to We The People or The United States of America ( not the corp) so when the gubment says to open fire on We the People they unlike most real Citizens of the US, will.

      The blacks are becoming wise to the dems/progressives schemes and the others have no idea what the dems/progressives do or have done. ( Look to the recent Katt Williams interview w/ Shannon Sharpe)
      So the lies will and do work for the foreigners. They also do not know that they cannot /should not vote because it is illegal and as we have seen in many Project Veritas videos they can and will circumvent the system and steal and con and rape and brag about it and on and on. With the blessing of the Vermont gubment.

      How long, if they have not already, before they start to close the schools to house the illegals they ship in here, like they are now doing in NYC.

  3. Welcome to the new norm. This is why the definition of racism was changed in the dictionary. The old definition defined racism as someone who believed they were superior to another race and practiced segregation. The updated 2020 definition change racism to relate to systems of power and the word segregation was removed. The removal of the word segregation from the dictionary paved the way for schools to segregate public school children into Affinity spaces and groups based on race.

    The concert of an Affinity Group originated in Spain in the 1930s and brought to America in 1969 by Murray Bookchin. Bookchin regarded Affinity Groups as a new type of extended family in which family ties are broken and replaced with empathetic relationships of people with revolutionary ideas and practices.

    Let that sink in!

  4. Everyone should say they’re a person of color until this racist, unGodly, madness stops. Who’s to say you’re not? People comes in all shades of color with varying levels of melanin. If they can’t quantify the term in the legislative verbage then everyone is eligible. If they try, sue them, you will win.   5. Flood relief should be available to those in need who are U. S. citizens or legal immigrants, without prioritization according to immutable characteristics or putting new citizens at the head of the line. That is just plain unfair. Illegal immigrants have no rights of citizenship. How stupid is this legislature?

  7. Don’t forget this “Republican” governor discriminated against whites in vaccine eligibility three years ago. So it’s not the first time this has been an issue.

    • Gov. Scott did that to be consistent with his stated priority on helping those “most likely to die” from COVID and that included what they defined as “BIPOC”. It was an assumption at the time that “BIPOC” persons were at greater risk of death than the general population, and when the numbers came out, it turns out that plain old white Vermonters were proportionately more at risk. So much for assumptions and stereotypes…but Gov. Scott went with the info he was provided.

  8. This bill mandating discrimination against white Vermonters and in favor of new Vermonters, i.e., illegal immigrants was introduced by Jonathan Williams, Barre. Other sponsors include Kate McCann, Montpelier, Conor Casey, Montpelier, Peter Anthony, Barre. The Republican sponsor is Carolyn Branagan of Georgia. The phone number listed for all is (802) 828-2228 but they have individual e-mails. Lots of Chittenden progressive sponsors but others from places like Rutland and St. Johnsbury who need to be asked why they are putting Vermonters last.

  9. Step 1. Get a critical mass to gain individual standing
    Step 2. Use AI to learn how to sue them yourself (both individual stripped qualified immunity, and the government) without a lawyer.

    Overload the system with lawsuits every time they make illegal laws, or nothing will change. 1 lawyer suing with 1 court case just won’t send the message we need. For example, how many people had to wait 72-hours to purchase a firearm? We need several lawsuits per individual, not just 1 by a gun lobby group.

    We need to pursue every procedural tool available at every level and get aggressive. Freedom isn’t free.

    • If this somehow passes lawsuits will need to be filed and they will likely be successful.

      2 Go to https://nationallibertyalliance.org/ Join. They will let you for no money but $5 a month is a good start if you can.

      3 I want you to then read, watch and absorb all the info on these pages.

      4 Buy the book Court Access and the Common Law. its about $36
      read it and take notes, highlight and so on.
      5 Read again.

      DO NOT HIRE A LAWYER, they are not on your side even if you are paying them. Their job is to protect the English law and the BAR, not you. Read that book you will see.

      *Take course offered by that site after you read the book mentioned above.
      Make a decision and act.

      The law has been hijacked by the BAR and other such organizations, take it back.

  10. I agree “VermontVermonter”, it is the only tool available. But I am not smart enough to sue them without a lawyer. I wish I were rich enough to hire a law firm to go to town on these laws. (Imagine what I could do with 77 million bucks. What would that get us?? I guess you have to play if you want to win.)

  12. Well, the bill hasn’t passed yet; wiser heads may still prevail.

    But I have to wonder how this will impact Rep. Williams’ constituents in Barre City. Not favorably, I suspect, unless you want to pass out checks to some of our transient drug dealers.

In their quest to jump on the woke bandwagon our Legislators have chosen to ignore immigration laws, insult people of color by labeling them as, to quote Ms. McLamb “handout junkies’ and racially discriminate against Vermont’s white business owners. This woke bunch of (something I am not allowed to write) has the audacity to divvy up the money, not based on actual need, but based on race and immigration status. (I will admit to some confusion over the use of the term “New Americans” as I always thought that meant immigrants that have actually become citizens, not the illegal population we have now.) I don’t know why I am surprised….Vermont is destroying itself with a States Attorney touting her deliberate disregard of the law, judges with their revolving door style of justice, rich con men committing fraud and leaving the Vermont taxpayers with the bill and illegals invading the state with impunity….the list is endless. But, one does not have to look far to understand the sad demise of Vermont, just pull up a chair and witness the governmental farce taking place on both sides of the aisle under that big gold dome.

    • Vermont is a actively participating in the transformation called the Sustainable Development Agenda or Agenda 2030. This agenda requires member nation states to facilitate safe and orderly migration. Social Justice, DEI, and decarbonization are also goals associated with the UN agenda. The state is working in partnership with nonprofits to realize the transition and the new circular economy created by the World Economic Forum. The transformation even includes a new form of capitalism called Stakeholder capitalism or Environmental, Social and Governence.

Does anyone remember that a certain credit union, which has recently merged with another within the state, right after the plandemic lockdown was lifted, they rolled out a program that gives minorities & a certain middle eastern “faith” special dispensation with loans, to the point that they were giving money away with “forgiveness” under certain stipulations, but these “loans” are not for Caucasians.
    So now the state has jumped into this deep end of race mire…nothing to see here folks…

      “The use of fallacious arguments, especially with the intention of deceiving:

      The problem I have is it is so true, especially from the politicians.

    • I looked the word up, as I was unfamiliar with its definition. Sophistry perfectly defines the political state of being in Vermont, which has been woven into the states beurocratic and social fabric.
