Fraud expert and software developer find 13,000 voted ballots from undeliverable addresses in VT 2024 election

A fraud detection expert and web software developer claim that at least 13,000 voted ballots from the 2024 Vermont election were from addresses deemed “undeliverable,” and they call for further investigation.

This is among several concerns in their new report titled the Vermont Voter Roll Integrity Analysis, prompting a response from the Secretary of State’s Office, sent to VDC by its chief of staff Bryan Mills on Friday, November 14.

“There’s no question that Vermont’s elections are more secure and more accessible than ever before. Vermont’s voter checklist integrity is ensured through decentralized local control, centralized support, and partnerships,” the SOS Office wrote in an email to VDC in a response to the report.

Nonetheless, Vermont authors Ron Lawrence and Brian Christie insist that citizens need more clarity on these matters. Christie is a certified fraud examiner and computer specialist, and Lawrence works as a web application developer.

“Concerns over the integrity of Vermont’s voter rolls remain unresolved, despite official assurances that recent elections have been the ‘safest ever’,” they wrote. “By comparing official voter registration files from 2020, 2022, and 2024 with absentee ballot records, postal service change-of-address data, and field canvassing, we identified patterns that are difficult to dismiss as ordinary clerical error.”

Their primary find involved the undeliverable ballots. In all, 30,000 voter records in Vermont are at undeliverable addresses, yet more than a third were returned for votes.

“There are far too many addresses in our voter rolls that are considered ‘undeliverable’ by the U.S. Postal Service,” the report states. “Why would these remain in our voter data? Why would we mail ballots to them? Yet we received over 13 thousand ballots from these addresses.”

The SOS Office responded with a potential explanation for how this could be.

“Clerks report that addresses deemed erroneous by USPS systems can often be delivered, as local carriers understand the address as provided by the voter – even if it is officially an improper format,” they wrote.

“Ultimately, this means that someone cannot bounce a voter-provided address off the USPS system, be told that address is ‘undeliverable,’ and assume that the mail did not get to the recipient. …Undeliverable mail is returned to the local clerk and processed with follow-up outreach or challenges.”

Another concern is that thousands of voters who received and returned ballots were later absent from the rolls of a February post-election update. The report says, “This is a strong indicator of list manipulation.”

The SOS office suggested there is also an explanation for this.

“One reason is that the voter was active in the September prior to the election, was mailed a ballot, and then was challenged by local officials prior to February,” they wrote. “This is the system working, and the statewide mailing actually helps facilitate this process.”

The report claims that there is too much central control over the voter checklist. They wrote, “It may still be useful to maintain a central database of voters, but towns should have full authority to isolate and maintain their own voter checklists. Online or anonymous voter registrations should be strictly forbidden. This will eliminate the ‘target’.”

The SOS Office disputes the notion that there is too much central control.

“By leaving control and responsibility of voter rolls in the hands of local officials while centralizing and automating some aspects of voter registration and information access, these systems reduce the likelihood of human error and improve the efficiency of maintaining accurate voter lists,” they wrote.

The authors informed VDC that the SOS Office is continuing to work with them on addressing each matter. For example, the report highlights multiple voters who participated in recent elections despite not appearing on prior voter rolls. “This is a clear mark of records that do not belong,” the report states.

Other concerns from the report are that new voter IDs are out of sequence, with some assigned after 2020 yet having an older participation history. There are multiple registrations for voters over 100 years old who are still recorded as active. There are thousands of Vermont-registered voters registered in another state, and they found evidence that cross-state voting occurs. During canvassing in Chittenden County, volunteers confirmed that hundreds of registrants were no longer at their listed addresses, at a rate exceeding 170%.

“The results of this review raise serious questions about the accuracy and resilience of Vermont’s voter data. Across multiple tests, we found records that appear inconsistent, outdated, or improbable,” the report states.

It suggests that outsiders, not local election officials, are the suspects for potential manipulation.

“Their limited access, technical resources, and incentives make them unlikely sources of systemic irregularities. The far greater risk comes from unauthorized third parties — whether foreign governments, political organizations, or other actors with the skills and resources to exploit centralized systems.”

Mail-in ballots have been under public scrutiny. A 2023 poll by Rasmussen found that 21% of likely U.S. voters who used mail-in ballots in the 2020 election admitted to having fraudulently filled out a ballot for someone else and submitted it.

    This remark from the SOS office is either delusional or intentional (coerced or complicit) fraud. The fact is that the signatures on mail-in ballot envelopes can’t be verified because town clerks don’t have verified voter signatures on file. They couldn’t verify a signature if they wanted to.

    And still, the ‘no evidence of voter fraud’ mantra persists, when, in fact, there is no evidence that elections are ‘more secure and more accessible than ever before’ either.

    Is there motive for fraudulent behavior. You bet. Again, U.S. tax revenues (Federal, State, and Municipal) represent the world’s largest cash flows. And that cash is, for the most part, completely unregulated or regulated by the folks who control its flow. The only way to cut the head off this snake is to cut the flow of tax revenue and revamp every government funded entity from scratch… one department at a time.

  3. Stop with the mass mail in ballots already!!!! Let’s talk about how much wasted paper, and postage, go along with the FRAUD. Vote in person only, with ID. How difficult is that? If you truly believe in the person or ballot item you are voting for, be proud and go in person. Or maybe this new work from home ideology has thrown that out as well?

    They have consistently deflected scrutiny by saying ‘nothing to see here folks… Move along. ‘
    How can they look themselves in the mirror?
    I questioned Dominion back in 2016 and was gaslighted by both condos and Winter for questioning the poor town clerks who were just doing their jobs…
    I made some serious enemies as witnessed by FOIAing the SOS office for emails.
    One recipient flat out said I was a conspiracy theorist and I was always going to make trouble. Ignore me. He complained that FOIAs were a pain because nothing was private anymore.
    Do this has been known and countered for nearly a decade and SOS still defects denied and defers… Because they are crooked elections.

    • Oh, yes… Condos said “…there is no widespread voter fraud.” Widespread??? Isn’t all fraud just that… fraud?

  6. Also, how many ballots went to old addresses and were filled out anyway? When you move and register to vote in your new domicile, it doesn’t cancel your old registration. In 2020, we got ballots for the previous residents of our house in addition to our own. Very tempting – how many people took advantage of that glaring flaw?

    • We will never know! Seems like this is the plot reasoning for the SOS permitting this to happen

    • When the voter moves to another address in Vermont, and registers in a new municipality, the town clerk of that town/city has a requirement to update the information in the voter management system with the SOS. This should notify the previous town clerk so the voter can be removed from their voter roles. Anyone can alert their town clerk if they are aware or think some one has moved so the voter can be sent a challenge letter by the town clerk.

  7. Voting should be in person only on election day with the exception of members of the military who are stationed out of state. Mail-in ballots only invite fraud and voting, as important as it is, should not be effortless. If you can’t get to the polls, you don’t vote.

    • I somewhat agree with you, but I believe that voters should be allowed to request a ballot mailed to them. That is easy to follow. I was not able to vote in the recent election because I was recovering from surgery. I failed to request a ballot because it was too late. I did not wish to have members of the BCA come to my home because I don’t feel comfortable with many of them, which is another issue I am about to comment on.

    • That’s how it used to be. Even in our tiny town, if an elderly resident or shut in couldn’t get there to vote, it was legal for 2 election officials to go to their home, on election day, with a ballot so they could vote.

  8. Seems this fraud is prevalent in Liberal states. Last election for president on the VT ballot Biden’s name was at the top and Trump’s at the bottom. NH ballot was equal. I have the ballots. Vermont is flat out corrupt and Libs want to keep it that way, it’s power playing.

    • Good. Then let them take credit and announce their intentions to get to the bottom of election integrity in the state. Take the gloves off.

    • The Epstein Files are the distraction to take failure of Schumer Shutdown off the news cycle. Did you see Chuck Schumer totally blew question on the topic showing he is only concerned with spouting rhetoric at his ‘news conferences’ than answering questions. When asked ‘why didn’t Biden DOJ release the Epstein Files”, he responded ‘That’s what I want to know, what is taking him so long’. The entire file issue is the Democrats setting a ‘Trump trap’, if released without Congressional order as Schumer keeps screaming about, surely there is classified information contained in them and we are back at ‘Trump doesn’t care about classified information, he is a criminal’ and filing impeachment.

  12. Sadly, this is no surprise, and esp. regarding the SOS office. I have been dealing with an issue in my town, or have been trying to. The issue should be of concern with the SOS office, but I have been aware that it would be a waste of my time. I discussed my situation with other “like-minded” folks, and I was advised by all of them “don’t bother”. They had attempted to contact that office (during campaigning), and were never able to speak with anyone in the SOS office.
    I am not going to share any more details because I don’t want to raise a “red flag” any more than I already have.

  13. Thirteen thousand (13,000) ballots from undeliverable addresses is not acceptable. Banks and even the DMV would red flag these mailings. If Vermont politicians say there is no cause for alarm then they are part of the problem (or benefiting in some way).

    • If the envelope states: “return receipt requested” that is USPS lingo for do not forward, return to sender. It is supposed to be delivered to the stated address /addressee only. So, USPS, what’s the problem?

This is not the only problem, the colluding legislature has agreed to allow towns NOT to hand check the results, so they are not hand counting along with the tabulators, which they insist are MUCH better at counting. These of course are as manipulable as a credit card tapped at a register, and no one will know that the votes have been switched because there is no double count, one by hand. We simply get whatever has been wanded in from of the machines.

    • I’m pretty sure Walden has always hand counted; I will have to ask my neighbor who works on counting election ballots what they are doing these days.

  15. The SOS created a big problem in the 2024 election when they mailed ballots to everyone in September and then voters moved before the November election. Town Clerks had to track down there original ballots to make sure no one was voting twice. The SOS office allows voters to register to vote without a VT license. Are you really a VT resident if you still have a MA license. Town Clerks are not required to even ask to see the drivers license and you don’t have to prove you are an US citizen. SOS office says they swore under oath they were an US citizen so thats all they need. Also the DMV is a big problem. People are not changing their addresses on their licenses when they move. And don’t get me started on the DMV and the misspelling of peoples names and roads. This is supposed to be their government ID.

  16. Stop voting Democrat and this problem will go away. This is why Democrats want you to mail in your ballots because they can sign as many as they want and get what they want. Eliminate Democrats and you eliminate the problem.

    • No. Bush signed the “Help America Vote Act”, which brought these diabolical machines into elections nationwide. This is a uniparty system.

  17. Two presidential elections in a row now, 2020 and 2024, I’ve been denied a ballot at the Montpelier city hall. The reason? I refused to sign a sworn affidavit saying “I have not already voted by absentee ballot”. If I’m still alive to attempt to vote again in 2028, I guess we’re going to have a little “Mexican Stand-Off” down and city hall 🙁

    • Joe, just bring your ballot that was mailed to you, with you. Lots of people have that same thing happen to them all over the state. That’s why we need to get rid of the mass mailing of these ballots.

  18. Take note, those who benefit from fraud are highly unlikely to do anything to correct it or resolve it – other than reject, project, and deflect – plausible deniability.

    It permeates through every institution, every codified Act of enormity, every financial transaction, every contract never fully read or understood – all by design.

    No matter the factual evidence, no matter the distrust and disgust, no matter how many times the obvious is pointed out with receipts, the power seats will keep the illusion going because they have no choice, They know any challenge or remedy through the judiciary will always come down in their favor – they’re all in the same club. The populace is too divided, too stupified, and too broke to take down the syndicate.

    It will eventually take itself out by it’s own deeds done down and dirty. The collateral damage means nothing – all ready baked into the cake and calculated. Depopulation, wealth transfer, reset – Agenda 2030 – set into motion like a freight train with no brakes.
