The Senate Committee on Health & Welfare discussed a bill to advance a statewide health care delivery system on February 11, at 10 AM.
The three-page bill, which has not yet been assigned a number, is described as a “Draft outline of 2025 Senate Health & Welfare health care reform committee bill,” and has five parts:
- Establish a statewide health care delivery system.
- Health system evaluation to support improvement and development of statewide healthcare delivery plan, which directs the Green Mountain Care Board (GMCB) and Agency of Human Services (AHS) to establish an advisory committee to oversee evaluation of the current health care system.
- Integration of clinical and cost data for clinical Improvement regulation Health System, whichwould establish reference-based pricing and directs the GMCB to establish statewide spending targets.
- Hospital budgets and payment reform.
- Resources, which creates 15 new positions under the Green Mountain Care Board over the next three years, 2026 – 2028 and allocates unspecified funds to finance the newly created positions.
Legislative Counsel Jennifer Carbee presented the bill to the Committee. During presentation of “Resources,” she stated (@23:14), “this is kind of what we’ve heard from the [Green Mountain Care] Board in terms of their needs. I know that there are positions the governor has put in his budget, so that’ll be an Appropriations discussion going forward.”
This “Committee Bill” appears on the Senate Health & Welfare agenda for further discussion on Thursday, February 20, at 9:00 AM.

There is no reason to add 15 new positions to the Green Mountain Care Board. The GMCB had failed in its mission every year since conception. The GMCB is a failure. I know the GMCB has 5 unelected members but they also have many support people. How much has the GMCB costs Vermonters over the years to be a failure? It will continue to be a failure even if they add 15 more positions. I know the GMCB is going ahead with the AHEAD program even though I begged Owen Foster not to sign up for another experimental program. It is all a waste of time and money that Vermonters can’t afford.
Since when has expanding government ever been the right answer ? GMCB has always been a turkey. So we double down on it ? Yup, that’s what I’d do ! (sarcasm)
Just do it already.

Where are all the Republicans who ran on cutting spending and taxes?
Where is the plan and who owns?
If there is no plan, why is that?
If nothing is done in the next 3 weeks, the Republicans are finished.
Are there any Republicans in the state DOGE capable?
No Republicans are serving as Chair on any committees. Chairs decide which bills are taken up in committee. We need a Republican majority to effect change. Republicans are holding to their campaign promise and introduced legislation to repeal the CHS, the lawsuit provision of the GWSA, and school choice (the only option that will improve academic outcomes and reduce costs.) None of these bills are coming off the wall with the Democrats still in charge and doubling down.
There are three Republican Chairmen of Senate Committees: Russ Ingalls, Orleans, at Agriculture; Brian Collamore, Rutland, at Government Operations; and Rich Westman, Lamoille, at Transportation. There are also two GOP Committee Chairs in the House: Matthew Walker at Transportation and Michael Marcotte at Commerce & Economic Development. I’m not sure how the “policy analyst” missed these important players.
Damn the torpedoes (voters) Full speed ahead!
First off, let’s suspend the legislatures pay and stipends until each and every eligible Vermonter is covered by an equitable insurance coverage. That’d kind of like level the playing field for those that don’t seem really motivated to do the right thing for their constituents. Secondly make it so all people can access the plan without the added expense of a cell phone. Quite simply because plans like the EBT program have no access without cellphone or at least didn’t in the past. Thirdly, make it a requirement that state agencies in charge of these programs, and subsidized ones be required to answer their phones, or at the very least return calls Last time I personally tried, Crickets.
