Interesting that 440K ballots were mailed out and the highest vote getting race was the U.S. Senate race, which garnered roughly 287K votes per VPR.
You may be confused. If they sent out 287k ballots and got 440k, then yea something is messed up. Otherwise its just 113k ballots that were never cast. Hope this helps!
