The Vermont House this week passed legislation expanding legal protections for non-citizen youth, public servants, patients wanting end-of-life drugs, and alleged victims of police civil rights violations, while also imposing a code of ethics on public servants. These bills passed the Vermont House:
S.254 | Recovering damages for Article 11 violations by law enforcement and a report on qualified immunity. Requires a study on benefits and impact of allowing citizens to sue police for infringement on their civil rights. | ||
S.163 | State court petitions for vulnerable noncitizen youth. A vulnerable noncitizen child, or a person interested in the welfare of a vulnerable noncitizen child, may petition the court for special findings to protect the child and obtain relief from the underlying abandonment, abuse, neglect, or similar circumstances. | ||
S.74 | Modifications to Vermont’s patient choice at end of life laws. Removes current law requirement for in-person meeting with doctor and patient requesting end-of-life drugs. | ||
H.741 | Amendments to the charter of the City of St. Albans. Makes town clerk, treasurer an appointed rather than elected position. | ||
S.171 | Adoption of a State code of ethics. Requires public servants to avoid any conflict of interest or appearance of conflict of interest, may not show preferential treatment or use position for personal gain, and may not except gifts (with limited exceptions). | ||
S.265 | expanding criminal threatening to include threats to third persons. Ilegal threatening against public servants conveys maximum sentence of up to two years, and leaves one-year maximum sentence for non-public servants unchanged. |

S.171 would seem to require any Vermont Legislators that receive donations/incentives/support form groups such as Planned Parenthood, LGBTQ2S+ and BIPOC organizations, Climate Change committees, and such from voting on bills that relate to said entities, correct?

Good point. How can we find out who has been wined and dined or gifted in some fashion by these entities?
“End of Life”? Who decides that?
