Hartford police say a 66-year-old man intentionally flooded his third-floor apartment in an effort to damage the building and force his own eviction, leaving eight apartments uninhabitable.
Police responded Aug. 11 to 27 North Main Street and said Jefferson W. Dickie, 66, of Hartford, intentionally left several plumbing fixtures running. Police said a kitchen faucet sprayer had been positioned outside the sink so water poured onto the floor, while bathroom fixtures, including the shower, also were left running.
Water spread through the building and damaged multiple floors. The Hartford Fire Department ordered eight units and the basement closed to occupancy because of fire and life-safety concerns. Damage was estimated at a minimum of $10,000.
Police said Dickie admitted intentionally flooding the apartment in an effort to cause damage and force his eviction. He was lodged at Southern State Correctional Facility in lieu of $5,000 bail.
In a separate Hartford case, police are seeking Megan Naylor, 36, following an Aug. 10 assault near Hartford Town Hall that left another woman with a severe eye injury.
Police responded at about 9:55 PM and found the victim suffering from significant bleeding and an injury to her left eye. The victim told police Naylor pulled her hair and struck her in the face before putting a finger into her eye socket and pulling outward, displacing the eye from its socket.
The woman was taken by ambulance to Dartmouth Hitchcock Medical Center. Police said she was unable to open the injured eye when examined, and the extent of any permanent damage was not immediately known.
Police said Naylor fled into Lebanon, New Hampshire, following the assault. Hartford police are seeking an extraditable arrest warrant charging her with aggravated assault.
In Ludlow, a 43-year-old Mt. Holly man has been jailed without bail on an aggravated sexual assault charge involving a person under age 16.
Vermont State Police said they received a sexual assault report July 25 and subsequently determined that Matthew Eandi had sexually assaulted an individual under 16. An arrest warrant was issued.
Eandi surrendered to Ludlow police Aug. 13 and was turned over to state police for processing. He was lodged without bail at Marble Valley Correctional Facility pending arraignment at 12:30 PM Aug. 14 in Rutland Criminal Division.
And in Montpelier, police arrested Elizabeth Immich, 36, of Waterbury after responding Thursday night to a reported possible overdose at the Dog River Road Park-and-Ride.
Police and Montpelier Ambulance Service responded at about 9:40 PM to a report of an unresponsive person inside a vehicle. Police said officers saw suspected drug paraphernalia in plain view and began securing the vehicle pending further investigation.
Police allege Immich then became physically confrontational, struck an officer and resisted arrest. After being handcuffed, police said, she freed one hand from the restraints and tried to pull away before officers secured her again.
No officers were injured.
Immich was arrested on charges of aggravated disorderly conduct, escape from lawful custody, simple assault on a protected professional, resisting arrest and impeding a public officer. A judicial officer ordered her held on $200 bail pending an Aug. 14 appearance in Washington County Criminal Division.
