Chang: Biden must deter possible China bio-war against non-Chinese

China analyst Gordon Chang wants President Biden to deter any possibility of the People’s Republic of China unleashing a pathogen targeting non-Chinese humans.

“If Chinese scientists succeed in designing pathogens targeting only foreigners, the next microbe, virus, or germ from China could end non-Chinese societies. This will be Communist China’s civilization-killer,” Chang wrote in an August 31 op-ed. “The next pandemic, therefore, could be the one that leaves China as the world’s only viable society. The world, therefore, needs something far more important than justice or compensation. It needs deterrence.”

Chang bases this warning on two unarguable data points:

#1 – China is collecting genetic information on foreigners while outlawing any sharing abroad of Chinese genetic information. 

While aggressively collecting non-Chinese genetic information, the People’s Republic of China ruled in 2019 that “foreign organizations, individuals and institutions established or actually controlled by them shall not collect or preserve China’s human genetic resources within the territory of China, and must not provide China’s human genetic resources abroad.

#2 – Since 2017, Chinese defense theorists have been discussing biological warfare that uses  “specific ethnic genetic attacks.” These discussions include the following examples cited in August 14, 2019 article on the Defense One website:

Biology is among seven “new domains of warfare” discussed in a 2017 book by Zhang Shibo, a retired general and former president of the National Defense University, who concludes: “Modern biotechnology development is gradually showing strong signs characteristic of an offensive capability,” including the possibility that “specific ethnic genetic attacks” could be employed. 

The 2017 edition of Science of Military Strategy, a textbook published by the PLA’s National Defense University that is considered to be relatively authoritative, debuted a section about biology as a domain of military struggle, similarly mentioning the potential for new kinds of biological warfare to include “specific ethnic genetic attacks.”

Is the People’s Republic of China worried only about defending itself against such an attack? Or does the world need to deter any possibility of actual biowarfare aggression? 

Chang shares the concerns expressed by Richard Fisher of the International Assessment and Strategy Center: “Whether you think China deliberately or mistakenly released its coronavirus on the world, its collective reactions have fantastically educated the People’s Liberation Army on how to make a possible future bio-attack a deadly success.”

“Many analysts have stated that biological weapons are not practical, yet SARS-CoV-2 has killed millions and hobbled societies around the world,” Chang writes. “It is, unfortunately, the ultimate proof of concept.”

Is there proof positive China plans to unleash biowarfare on non-ethnic Chinese? No – but proof isn’t needed, he argues. As during the Cold War struggle to avoid nuclear war, the lack of trust and the potential for irreversible disaster both justify deterrence. “If Chinese scientists succeed in designing pathogens targeting only foreigners, the next microbe, virus, or germ from China could end non-Chinese societies.   1. Unfortunately, we don’t know what side Biden is on. Is it the ‘Build Back Better’ (BBB) globalists or the American Republic? The additional problem is that we won’t know until its too late to make a difference, because the BBB Globalists are vociferously claiming to be in favor of the American Republic. Frankly, my opinion: I think the BBB Globalists are lying.
